This position is located within the Office of the Chief Information Officer, The Office of the Chief Technology Officer (OCTO), Records and Information Governance Division. The Records and Information Governance Division is also responsible for the Department's Information Collection and Quality Programs. The Information Collection Program is responsible for implementing the Department's requirements for the information collection management provisions of the Paperwork Reduction Act (PRA) of 1995. The Information Quality Program acts in accordance with the Office of Management and Budget's guidelines for ensuring and maximizing the quality, objectivity, utility, and integrity of information disseminated to the public.

Responsibilities

This position serves as the Agency’s Records Officer, responsible for establishing, planning, and directing the records management function for all of USPTO to include:

Develops policy and guidelines and provides expert agency-wide guidance on the creation, maintenance, and use of records used to conduct USPTO business.

Implements on-going records management practices that encourage compliance with federal laws and regulations and that help business units operate more efficiently through the use of optimum records management practices.

Serves as the signature authority for PRA Federal Register Notices.

Manages the automated support and controls for the transfer of inactive records from the USPTO to the FRC. Reviews, and advises on, system development lifecycle management policies, procedures, and technical standards supporting USPTO software development activities, to ensure adequate management of federal records.

Initiates and carries out liaison activities between the NARA, FRC, OMB and other civilian agencies concerning records of those agencies which have been appraised as permanent.

Qualifications

You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found here

Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized experience for this position includes:

Experience developing and interpreting policies, procedures, and strategies governing records management to include archival practices and information collection; and

Experience implementing and enforcing Federal Records laws and regulations to ensure adequate management of federal records; and

Experience operating electronic records management systems and databases in order to oversee and optimize record management functions and compliance; and

Experience communicating with executive management, legal counsel and business senior management officials on records management requirements and related complex/controversial issues

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
