ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement.
This position is located in the Joint Force Headquarters-State, Operations Directorate (J-3), Army National Guard (ARNG) Training Center, Maneuver Training Center-Heavy (MTC-H). The purpose of this position is to serve as a Management Analyst with responsibility for conducting reviews, studies, and analyses of training center programs to assess the effectiveness of staff functions. Both written and oral reports and recommendations are provided to the Garrison Commander and staff.

AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITION:
AREA 1: All permanent Alabama Army National Guard civilian excepted technicians currently employed.
AREA 2: All drill status/M-day personnel in the Alabama Army National Guard.
AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Army National Guard.
As a MANAGEMENT ANALYST, GS-0343-11, you will perform the following duties:
(1) Establishes and conducts an ongoing program to assess the effectiveness of various staff functions including supply, engineering, housing, communications, exchange, service club, recreation, physical security, safety, troop welfare, and other functions, which provides continuing analysis and evaluation of training center operations. Identifies deficiencies or areas requiring improvement, recommends corrective action, and/or initiates studies to determine causes of deficiencies.
(2) Conducts studies in conjunction with special projects as assigned by the Garrison Commander, which involve gathering and compiling facts and data associated with the project.
(3) Provides written or oral reports of findings and provides recommendations and alternatives, where applicable.
(4) Oversees the distribution and utilization of manday programs used in support of the training center. Analyzes site support requirements. Develops recommendations for manday distribution. Tracks manday usage, costs, and other relevant data providing trend analysis by directorate. Maintains liaison with the commanders of military units having personnel assets to meet staffing requirements. Recruits from these sources, personnel with the appropriate skills to fill vacancies for temporary manday positions to accomplish specific project tasks. Assists the training site commander and supervisors in the interviewing and selection of temporary manday personnel.
(5) Requests and receives input for the Active Duty Augmentation Program. Reviews data to ensure requests are in consonance with Training center requirements. Prepares narrative justifications for augmentees based on established requirements. Interfaces with major command commanders, first sergeants, finance officers and other personnel in assessing allocations and ensuring properly trained personnel are assigned to specific requirements. Maintains liaison with the training site staff relative to utilization of augmentee personnel, providing assistance in restaffing of such personnel. Provides participating commands with appropriate fund citations. Reviews individual orders to ensure travel and per diem are properly identified.
(6) Oversees the administrative program for augmentees assigned to the training center. Interfaces with the parent commands for assigned augmentees to resolve programs arising during assignment to the training center.
(7) Provides technical guidance and advice relative to the full scope of technician, AGR, and active duty augmentee personnel matters.
(8) Coordinates manning, staffing and classification issues with the HR office and provides guidance and recommendations to the Garrison Commander. Also provides guidance and assistance to assigned personnel regarding technician and AGR issues.
(9) Oversees the day-to-day functions of one or two employees and varying numbers of seasonal or temporary employees assigned to the function.
(10) Performs other duties as assigned.

Military Requirements: Military skill set is determined by MOS requirements. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience which provided a detailed knowledge of the National Guard organizational structures, functions, procedures and techniques. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances.
KNOWLEDGE, SKILLS, AND ABILITIES:
--In-depth knowledge of ARNG training center operations and programs to properly assess the effectiveness and efficiency of program operations carried out by various organizations. Applies knowledge in conducting detailed analysis of various programs.
--Knowledge of established management principles, pertinent regulations and guidelines, coupled with the ability to apply fact-finding and investigative techniques.
--Knowledge of program issues, goals, and objectives, work processes, and administrative operations of the organization.
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
