The Robert J. Dole VA Medical Center (RJDVAMC) is a Joint Commission accredited complexity level 2 facility with 81 beds located in Wichita, Kansas. The medical center also operates six Community-Based Outpatient Clinics (CBOCs) located in Kansas. The medical center is part of VHA VISN 15 located in Kansas City, which includes the Eastern Kansas Health Care System (Topeka and Leavenworth), Kansas City, Columbia, St. Louis, Marion, and Popular Bluff VA Medical Centers. The geographic region includes Kansas, Missouri, southern Illinois, and southern Indiana.

The incumbent is responsible for oversight, developing, implementing, coordinating, and evaluating a comprehensive patient experience program that complements the goals and strategic plan for the Medical Center, VISN 15 and VHA. The incumbent holds the delegated authority to facilitate significant customer driven, results oriented quality, learning, and process improvement strategies across the facility to enhance the patient experience. The incumbent effectively leads a vibrant program and environment for adoption of an improvement culture, patient centered care culture, and a culture of innovation. Additionally, the incumbent will actively engage employees and the community through solicitation, review and application of their innovative and improvement ideas, while encouraging them to participate in the solution process.
This position reports directly to the Medical Center Director (SES). The primary purpose of this position is to implement medical center wide policy and practice changes to transform the organizational culture in a way that enhances the overall Veteran experience, ensuring the timely resolution of patient and family complaints, identifying and correcting system issues, analyzing data and identifying trends related to patient satisfactions, and educating staff on improving the Veteran experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of the roles that the Patient Advocate, Healthcare Benefits, Call Center, and AOD staff play within the health care delivery system.

You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is chiefly sedentary, but occasional standing, walking, stooping, bending and carrying items weighing 25 pounds, may be required. Assignments regularly involve long periods of standing, bending, and stooping to observe and facilitate group activities. The incumbent is often required to travel and attend functions during other than normal duty hours. The work does include high stress with frequent short deadlines.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
