This position is part of the Kauai National Wildlife Refuge Complex. As a Park Ranger you will be responsible for interpretive talks and walks, volunteer coordination, communications with the public and media, environmental education, and collecting permits and fees.
Responsibilities
Develop and present a variety of interpretive programs including orientation talks, conducted walks, and demonstrations to a variety of general public audiences or school groups.
Initiate or assist with development or revision of interpretive materials, such as brochures, guidebooks, handouts, and exhibits.
Assist with recruitment and training of candidates for a volunteer program and assists in developing volunteer work projects and schedules for visitor services.
Communicate effectively with visitors and staff by writing or through interpretive activities that aid in
implementing the refuge's outreach program.
Draft a variety of written materials including news releases, articles, correspondence, and event flyers.
Prepare and conduct on and off-site environmental education programs for a variety of audiences.
Assist with issuing special permits for wildlife dependent recreation activities, and collect public use recreation fees.
Staff information desks in visitor center or contact stations, providing interpretive and orientation information to the public.

To be qualified for this position at the GS-04 grade level, you must possess:
A. Six months of general experience AND six months of specialized experience equivalent to at least a GS-03 grade level. General experience is defined as experience in administrative, professional, technical, investigative, or other responsible work that provided a familiarity with natural or cultural history; fish or wildlife habitat characteristics; techniques of resource protection and use; recreational use of public lands and facilities; enforcement of laws, rules, or regulations; fire prevention techniques and fire suppression methods; or the practice of interpersonal relations skills in dealing with the general public. Experience in substantive and relevant secretarial, clerical, or trades and crafts work is also qualifying if pertinent to the position to be filled. Experience of a routine nature, such as typing, filing, maintaining records, or other non-specialized tasks is not qualifying. Specialized Experience is defined as: Park guide or tour leader, law enforcement or investigative work, archeological or historical preservation research work, forestry and/or fire management work in a park, recreation, or conservation area, management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations.

B. Successful completion of two years of education above high school with 12 semester hours of related course work in a major study such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled.
OR-
C. Equivalent combination of specialized experience (as in A above) and education (as in B above) that, when prorated, combine to meet the qualification requirements for this position. Experience and education are each computed as percentages of their respective requirements and must equal 100 percent when combined.
To be qualified for this position at the GS-05 grade level, you must possess:
A. One year of full-time specialized experience comparable to at least the GS-04 grade level in the Federal Service, or equivalent non-federal experience. Experience may have been as a park guide or tour leader; or performing archeological or historical preservation research work; or in other park-related technical, administrative, or scientific work (e.g., fish and wildlife management, recreation management, law enforcement.)
OR-
B. Successful completion of 4-year course of study above high school leading to a bachelor's degree with at least 24 semester hours of related course work such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other subjects closely related to the management and protection of natural and cultural resources.
OR-
C. Equivalent combination of specialized experience (as in A above) and education (as in B above) that, when prorated, combine to meet the qualification requirements for this position. Experience and education are each computed as percentages of their respective requirements and must equal 100 percent when combined.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion Potential:
This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-4/5. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-4/5. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

PROOF OF EDUCATION:

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
