The DeCA operates a worldwide commissary system that provides quality grocery products at cost to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. The agency employs about 18,000 people and its annual sales exceed $6 billion.

Employees Serviced by DLA: Civilian Federal employees who receive human resources servicing through the Defense Logistics Agency do NOT need to submit supporting documentation if applying through merit promotion. Your record in Electronic Official Personnel Folder (eOPF) will be used to verify your eligibility. It is your responsibility to ensure the required documents are in your eOPF for verification purposes. If your documents are not in eOPF, you must submit them at time of application. Responsibilities

Initiate and carry out procedures to fill recurring vacancies, as needed, in support of the Customer Account Managers (CAMs).

Initiate and carry out requirements for Overseas Tour Extensions related to DeCA Commissaries worldwide in support of the Customer Account Managers(CAMs).

Initiate and carry out requirements as necessary to support the DeCA Personnel Suitability Program.

Assist Customer Accounts Managers and/or managers by creating RPAs when needed for General Schedule (GS) and Wage Grade(WG) personnel actions including recruit/fill, reassignments, promotions, incentive awards, etc., reviews for accuracy and completeness and obtains additional information, if necessary.

Provide customer service advice and assistance to requestors concerning RPAs and related matters.

Track RPAs throughout the lifecycle in DCPDS to ensure actions are processed in timely manner.

Provide administrative support for all aspects of this program (i.e., maintaining logs, filing, mailing, providing general information).

Review DCPDS access forms for accuracy and completeness prior to routing to the HR service provider for account maintenance.

Answer personnel and telephone inquiries with responsibility for determining what information can be readily given out and tactfully referring matters of discussion more appropriately handled by a specialist.

Prepare documents in final form in accordance with Department of Defense (DOD) or DeCA correspondence manuals and other applicable guidance.

,applicants must possess one year of specialized/general experience equivalent to the GS-06 grade level.

Examples of specialized experience include:

- Create and review Request for Personnel Actions (RPA).

- Prepare documents in final form in accordance with Department of Defense (DoD) correspondence manuals.

In addition to meeting the qualifications outlined above, you must also meet the following requirements:

Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-06 (or equivalent) level to be eligible for the position by the closing date of the announcement. Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement.
