The position serves as the HR Specialist assigned to the Recruitment and Placement Section of Human Resources Management Service. The work involves the completion of all administrative, technical and evaluative activities and responsibilities related to the recruitment and placement of Competitive and Excepted Service Title 5 (General Schedule and Wage System), Hybrid Title 38 and Title 38 positions

Responsibilities

The HR Specialist is the subject matter expert in one or more of the areas described above. The duties for this position include, but are not limited to:

Responsible for a block of services and develops and executes recruitment plans for all positions within assigned services

Develop job analysis, crediting plans, and/or other assessment devices

Qualify potential candidates for positions announced through USA Staffing.

Recommend incentives and other innovative strategies to resolve job turnover issues

Provide managers information on appointing authorities and hiring flexibility and placement strategies

Certify and refer candidates to selecting officials using USA Staffing Upgrade

Research and apply staffing concepts, practices, policies and procedures

Track data for turnover and losses for recruitment and retention problems

Complete compensation requests for locality pay surveys (LPS), Special Salary Rates (SSR), recruitment, retention and relocation incentives and Above Minimum Entrance Rates

Thorough knowledge and ability to interpret complex VA, VHA, OPM, CFR, HRMS policies and directives

Possess comprehensive knowledge of Union contracts

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below

ALL EXPERIENCE MUST CLEARLY BE STATED ON YOUR RESUME. WE WILL NOT MAKE ASSUMPTIONS ON YOUR LEVEL OF EXPERIENCE.

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Providing expert technical guidance, advice, and training to management regarding Recruitment and Placement (R&P;) areas to include excepted service, competitive service, and direct hire authorities as well as classification of position descriptions and functional statements.

Conducting position management and advising management on position requirements

Understanding and applying pay setting rules on a daily basis for complex and non-complex Title 5, Hybrid Title 38, and Title 38 employees

Developing job analysis, category rating and vacancy announcements for various positions at all grade levels

Providing technical advice and assistance to management and co-workers on difficult or unusual staffing issues

Processing personnel actions utilizing HR Smart and the Guide for Processing Personnel Actions to determine correct legal authorities and nature of action codes

Researching recruitment and placement regulations and laws to legally hire and appoint staff and applying current Title 5, Title 38, and Hybrid Title 38 qualification standards

Completing salary surveys

Evaluating candidates against OPM and VA Handbook 5005 criteria to determine if qualification requirements have been met

Assisting managers and supervisors in establishing, maintaining, and monitoring compliance with regulatory requirements and policy

Utilizes human resources automated software programs such as HR Smart, USA Staffing, eOPF,PCS Portal, etc as part of daily work responsibilities

Communicating orally and in writing effectively to educate staff and applicants

Provide technical interpretation and advice on rules and regulations relating to pay setting, leave, probationary status, tenure, promotions/advancements, time-in-grade, step increases, etc.

Serve as technical advisor for various Title 38 and Hybrid Title 38 boards/committees such as professional standards boards and physician compensation pay panels

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The duties of this position are sedentary in nature; the work requires long periods of sitting .

Receiving Service Credit or Earning Annual (Vacation) Leave

: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
