Summary

Under the direction of the Architect of the Capitol (AOC), the Library Buildings and Grounds is responsible for the day-to-day structural, mechanical and grounds care of the Library of Congress. This includes the Library's three buildings on Capitol Hill ( James Madison

, John Adams

and Thomas Jefferson

Buildings) and other facilities including the Packard Campus

of the National Audio-Visual Conservation Center in Culpepper, Virginia.

The incumbent will install, modify and repair high pressure steam and water utilities, radiators, supply, and disposal systems.

Responsibilities

TOUR OF DUTY: Sunday through Thursday (Day Shift) - 7:00 a.m. to 3:30 p.m.

***The incumbent of this position is designated as “Emergency / Essential” and will be required to report to work during emergencies and inclement weather conditions and other emergency conditions.”***

This position is located in the Architect of the Capitol; Superintendent, Library Building and Grounds; Assistant Superintendent, Facilities Operations Division; Plumbing Branch. The incumbent installs, modifies, and repairs high pressure steam and water utilities, radiators, supply, and disposal systems.

Major Duties

Piping Systems Installation and Modification

Installs and modifies high temperature water and high-pressure piping systems. Assembles, installs, and repairs pipes, fittings and fixtures of steam heating, water, and sanitary and storm drainage systems and low pressure air according to specifications and plumbing codes.

Installs and repairs commodes, lavatories, showers, water heaters, hot water tanks, water pumps, condensate pumps, sewer pumps, sludge pumps, sump pumps, garbage disposal units, dishwashers, and water softeners.

Periodically inspects equipment and fixtures to identify maintenance and/or repair requirements. Identifies source and nature of system malfunctions. Uses a variety of diagnostic techniques to locate problems.

Replaces sections of pipe. Repairs steam traps and relief and control valves. Cuts, threads, and connects pipes by means of union joints, flanges, and sweating. Fits pipe sections by screwing, bolting, brazing, welding, gluing, fusing, and soldering as appropriate. As needed, replaces connections with new mechanical couplings.

Sets up system routes, places and cuts route openings, installs regulating devices, and places hangers for proper pitch and elevation. Determines and installs risers, flexible branches, expansion joints, pumps, gauges, and pressure regulators in combinations needed to support the pressures of the systems and that ensure proper system operation. Reads and interprets blueprints, layout sketches, manufacturers' literature and specifications for sizing, estimating, installing, and repairing new or existing piping systems.
