This position is located in the Civilians Agencies Unit, Office of Cargo and Commercial Sealift, Office of the Deputy Associate Administrator for Commercial Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration(MARAD).
The Office of Cargo and Commercial Sealift administers and implements a variety of programs related to the promotion of government-impelled cargo opportunities for U.S.-flag vessels, including special analyses and studies leading to program recommendations on government-impelled cargo procedures, legislative requirements and the administration of cargo preferred activities under the Cargo Preference Acts, Public Resolution17, PublicLaw 664, and any other pertinent cargo preference laws. The Office also manages Jones Act and domestic trade issues.
This position is established to monitor and record the ocean shipping activities of civilian government agencies, contactors, and recipients of federal funding, federal loans, and loan guarantees, as assigned, to ensure that rules issued under Public Law 664(CargoPreferenceActof1954(Act) and the Cargo Preference Act of 1904 are met.

for this position has commercial maritime industry experience, ocean shipping or freight forwarding experience, as well as knowledge of cargo preference laws and regulations.

As a Trade Specialist
, you will:
Liaise with division or office level managers of government agencies and other shippers generating preference cargo to ensure that the laws and regulations as prescribed by the Act being met.
Assist in maintenance of a monitoring system to ensure that each shipper provides hard copy or electronically, copies of bills of lading, for each ocean shipment under its jurisdiction and, when required periodic reports detailing its ocean shipment plan and non-US flag offers.
Develop a personal liaison with division or office level managers to ensure effective interface in programs involving utilization of US-flag vessels and to promote their use over and above the legal minimum.
Work with others in the office, handle requests for statistical data from the bills of lading and cargo preference reports received from civilian government agencies or other sources.
Assist in ensuring that all exports generated under the various programs are reported to MARAD and that cargo preference compliance is maintained.

Experience handling complex assignments regarding the ocean shipping activities of domestic and military cargo shippers, as well as passenger vessel operations.
