About the Position:

Serves as a Survey Technician conducting various types of field surveys utilizing multiple equipment platforms, processing collected data, and presenting in the required formats for delivery to end users, to support the military and civil works missions and supplement in house design capability. Also, serves as an Expert for capturing, reporting and delivery of survey data.

NOTE: Appointment may be extended up to a maximum of 2 years with additional funding and management approvals. Work schedule is intermittent.

Responsibilities

Coordinates with supervisors, managers, engineers, scientists and other professionals to determine survey requirements, topographic mapping, boundary work, and inventories.

Researches historical district records, selects known survey reference points and determines the precise location of important features in the survey areas surface. Assesses a variety of unusual circumstances involving measuring distances, directions, and angles between points and point elevation, lines, and contours on, above, and below the earth.

Analyzes and interprets difficult requests to determine types of surveys required and location of request. Develops plans for accomplishing surveys that include areas to be surveyed, exhibits, access, points of contact, available control, procedures, utility requirements, and safety. Develops detailed work plans for survey crew personnel and contractors to utilize in completion of the work.

Coordinates with survey crew to plan and execute all requirements, advises and makes suggestions on survey requirements. Work involves a working knowledge of survey related equipment, software, and field procedures.

Serves as Party Chief for the crew and the primary point of contact as it relates to historical data research, geodetic control questions, logistics, supplies, standard operating procedures (SOPs), and scope of work questions. Works with the team leader to execute work with interagency customers and military installations relating to access, schedules, utility marking, control, historic information, and as built.

Trains lower graded employees in operation of equipment and field procedures for land survey. Works with the team to maintain all certifications and calibrations necessary to meet all ISO and related standards as directed. Reviews survey data and mapping prior to submission to the end user for accuracy and scope compliance.

Collaborates with senior level staff as they interface with managers, engineers, scientists and other professionals to discuss potential problems with previous surveys.

Plans project requirements for requesting organizations to include the development of technical approach, initiation and completion schedule, analysis and interpretation of requirements for products to be delivered. Uses a variety of surveying technologies and methods including Global Positioning (GPS) equipment for static and Real Time Kinematics (RTK) surveying, Electronic Total Stations (ETS), Digital Levels, electronic distance measuring instruments and hydrographic surveying equipment.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will receive credit for all qualifying experience, including volunteer experience. To qualify for the GS-11

Specialized Experience: One year of specialized experience which includes technical work involving conducting various types of field surveys and utilizing surveying methods, principles and techniques related to boundary, LiDAR and topographic surveys, in order to advise and/or resolve moderately complex problems; formulate and present findings to senior leaders, external stakeholders and partners; troubleshoot and ensure calibrations are correct, assist others including contractors to resolve conflicts; utilizing state of the art surveying techniques and Global Positioning System (GPS) technology to remain current and conduct surveys of the highest accuracy; or other related and equivalent experience related to this position. This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service (GS-10).
