Responsibilities

Responsibilities for this position require the ability to perform a wide variety of functions that are involved in the fiscal planning, preparation and execution of an annual budget within an organization.

GS-07: Apply basic financial policy, rules and regulations.

Assist in preparation of budget justifications and analysis.

Prepare routine portions of a budget for a small organization.

Assist in auditing and adjusting accounts and preparing support justifications for reprogramming requests.

Assist in reconciling budgetary, financial, and organizational data between automated systems.

GS-09: Independently prepare budget justifications and analysis.

Provide recommendations for funding and staffing decisions based on objectives and direction.

Ensure that the preparation and use of funds are in accordance with allocations, policies, procedures, laws, and required formulation.

Prepare financial reconciliations.

Advise management on monthly program status related to expenditures.

Explain well-established policies, procedures, and regulatory requirements or standards.

Duties will be developmental in nature when filled below the full performance level.

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.

You may be required to complete training and obtain/maintain a government charge card with travel and purchase authority.

You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.

Qualifications

To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one year of full-time specialized experience equivalent in level of difficulty and responsibility to the GS-05 in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience for this position include: reviewing documents such as vouchers, purchase requests, work orders, and contract invoices to verify budgetary account codes and dollar amounts; comparing job orders, work orders, and requests for funds with account balances to assure that funds are available; adjusting account balances to reflect the effect of allotments, transfers, obligations, expenditures, and other actions which change the amount of funds available in accounts.

EDUCATION: One full year of graduate study in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. (One year of graduate education is 18 semester hours or 27 quarter hours). IMPORTANT-PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific course work information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected).

An equivalent combination of graduate education and experience that together would meet the minimum qualification requirement for the GS-07 level. For example, I have 6 months of specialized experience (50% of the experience requirement), and 14 semester hours or 21 quarter hours of directly-related graduate level college study in an accredited institution (50% of the qualifying education).

Superior Academic Achievement (S.A.A.) as evidenced by one of the three following methods: I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (B or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR I am a member in one of the national scholastic honor societies.

To qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement.

EXPERIENCE: At least one year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of such experience include: tracking expenditures by proper accounts and type, providing information on salary calculations and employment ceilings for incorporation into budget planning, preparation, and execution; analyzing and evaluating changes in program plans and funding and their effect on the budget; and preparing financial reports consistent with regulations and guidelines.

EDUCATION: Two full years of graduate level study leading to a master's or equivalent degree that is directly related to this position and has provided the knowledge, skills, and abilities necessary to do the work of this position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration. IMPORTANT-PLEASE NOTE: If you are using education to qualify you must document your course work and/or degree completed in your resume or other application materials you submit. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years, hours per week worked and salary (if applicable) to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution

with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities

to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
