This position is located in the Benefits, HR Processing and Information Systems (NHO) organization, BPA Human Resources Service Center (NH), Chief Administrative Officer (N), Bonneville Power Administration (BPA). The BPA Human Resources Service Center plans, directs and manages a comprehensive human capital management strategy and program aligned to meet BPA mission and objectives. The function provides oversight on all HR programs. This organization is responsible for producing BPA’s talent management strategy and developing, communicating, and coordinating HR policies and initiatives. It manages the development and evaluation of HCM programs to ensure compliance and operational excellence. Benefits, HR Processing and Information Systems organization provides oversight and strategic management of HR automation and manages benefits and retirement programs. It performs business analysis and leads business process management initiatives. The organization coordinates and collaborates with Information Technology for HCM automation initiatives and provides functional support for implementation, upgrades, and maintenance of the HR Management Information System (HRmis). The organization is responsible for implementing and managing federal benefits and retirement programs, ensuring personnel action data stewardship and operation of the HR call center (HR Help).

A successful candidate in this position will serve as the BPA Retirement Program Administrator. The incumbent plans, develops, conducts and administers the Retirement Program for all BPA employees.

Responsibilities

As a Human Resources Specialist (Employee Benefits), you will:

Serve as BPA Retirement Program Administrator, planning, developing, conducting and administering the Retirement Program for all BPA employees.

Provide expert level counseling and assistance to current and former employees, annuitants, survivors, and eligible family members regarding employee benefits and is a staff advisor to the strategic business partners on the Retirement Program and on interpretations of associated law, regulations, and policies.

Resolve complex issues through interpretation of the US Code, DOE Orders, and other policy and regulatory material, and processing actions associated with the Civil Service Retirement System (CSRS), Civil Service Retirement System Offset (CSRS Offset), and Federal Employee Retirement System (FERS) benefits and retirement issues.

Advise employees on The Retirement Program, and handle complex disability retirement cases and unique/complex situations such as FERCCA or phased retirement.

SPECIALIZED EXPERIENCE REQUIREMENTS
