This announcement is to solicit interest in the position of Electronics Engineer at Naval Undersea Warfare Center (NUWC) Division, Keyport. The position is in the Electrical Engineering Applied Technology Branch, Code 324, within the Rapid Prototyping and Fabrication Technology Division of the Maintenance, Engineering & Industrial Operations Department. The incumbent works closely with engineers from various disciplines, shop technicians, and Technical Project Managers and is responsible for leading and performing a diverse mix of hands-on engineering tasking on multiple projects, including a combination of reverse engineering, new design development, and production work. Tasking is often at the intersection between electrical engineering and computer engineering, requiring the ability to understand, design, and troubleshoot both electronics and software concurrently.

Responsibilities

The successful selectee will perform the following duties:

Leads software and firmware-related efforts for medium and large-scale projects, including associated electronics design and testing, ensuring smooth integration with the interfacing hardware and systems.

Provides technical direction, advice, and guidance in support of product development and engineering projects, directly supporting Keyport's Custom Engineered Solutions (CES) initiatives, Micro Electro-Mechanical Systems (MEMS) gyro development and testing, and other sensor and state-of-the-art technology insertion tasking.

Solves complicated integrated computer/electrical/software engineering problems with comprehensive solutions that are essential to operational effectiveness and efficiency to meet customer deliverables.

Continuously explores, assesses, and infuses new and emerging software and firmware technologies, disciplines, and concepts to improve performance levels and subsequent service value.

Conducts comprehensive system analysis, completes system functional requirements and system design documents, and builds and tests to the design specifications prior to final customer acceptance of systems.

Communicates technical status and reports to multiple types of non-technical audiences, including management, customers, and shop floor personnel.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Professional Engineering Series -Degree: a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the position.

OR

A Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. Or

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineering applying working knowledge of and experience in electrical engineering and another engineering discipline, such as mechanical, chemical, or industrial engineers. Applying theories, concepts, computer systems applications, and methodologies applicable to designing electronic and electrical systems and equipment. Providing recommendations or guidance in the design and test of engineering projects. Troubleshooting electronics to identify and resolve problems with electronic components. Skill in project management principles, such as initiating, planning, executing, monitoring, and controlling projects OR Ph.D. or equivalent doctoral degree.
