The Fargo VA Health Care System is a Level 2 Medical Center and a member of Veterans Integrated Service Network 23. This facility combines a 39 bed medical facility along with a 38 bed Community Living Center providing transitional care, both accredited by the Joint Commission on Accreditation of Healthcare Organizations. Fargo also has a Department of Veterans Affairs Benefits Office on campus, offering veterans the unique opportunity to obtain health care, benefits services, and Readjustment Counseling at one location. Due to the growing veteran population in our service area, ten Community Based Outpatient Clinics have been established. The Fargo Health Care System provides a wide spectrum of primary and tertiary acute and extended care inpatient and outpatient activities in an academic setting. The Fargo Health Care System has an active research program and has a successful affiliation with the University of North Dakota School of Medicine.

Responsibilities

RESPONSIBILITIES

The incumbent, a psychiatrist, is responsible for providing leadership in psychiatric and mental health practice for the organization and delivery of these services, including psychology, addiction, social work, vocational rehabilitation, and outreach, within the Fargo VA Health Care System; and is accountable for ensuring quality and cost effective care. The incumbent serves as a clinician and assists with and oversees the provision of care to Veterans with Mental Health needs in both the inpatient and outpatient settings. He/she directs the practice of mental health services to meet national, VISN, and local requirements. The Mental Health Service Line is aligned under the Chief of Staff.

The incumbent

Reviews/performs/provides duties and responsibilities of a psychiatrist Demonstrates leadership in interpreting and supporting the VISN mission, vision and values, while operating in accordance with Veterans Health Administration (VHA) policies, facility and VISN policies, and standards of federal professional and accrediting agencies external to VHA.

Adheres to the Medical Staff Bylaws and Rules and Regulations as set forth by the medical staff.

Budget and Fiscal Management

Incumbent is responsible for the financial management of the MH SL.

Collaborates with the Chief of Staff to develop and execute a strategic plan and annual budget for the SL.

Human Resources Management

Responsible for action in matters such as promotions, selections, on the job training, awards, EEO complaints, labor relations, disciplinary actions, training, and career development.

Responsible for the development of mechanisms to assure staff competency and continuing education compliance.

Customer Service and Public Relations/Community Relations

Demonstrates knowledge of the component parts of customer service.

Treats all customers, internal and external, with courtesy and dignity.

Empowers staff to resolve problems independently at the lowest level.

Research and Education

Ensures that continuing education is maintained for service line staff.

Builds an environment where research is valued.

SUPERVISORY CONTROLS OVER THE POSITION

The Associate Chief of Staff for Mental Health is responsible and accountable to the Chief of Staff.

The supervisor makes assignments, outlining overall objectives and the resources available.The incumbent is responsible for planning and carrying out the assignment, directing or coordinating the work of others in the profession, resolving most conflicts that arise, developing changes in the plan and methodology, and interpreting policy on own initiative.Completed work is reviewed for soundness of overall approach, effectiveness in meeting requirements, and workability of recommendations.

Work Schedule: Typical work hours are Monday through Friday, 0800 - 1630

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.

Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification.

Proficiency in spoken and written English.

Preferred Experience: Board certification or possess equivalent training and experience.
