Summary

You will serve as a ENGINEER TECHNICIAN (Low Voltage), in the the Facilities Management Department of NAVAL MEDICAL CENTER-San Diego.

The Incumbent will serve at Naval Medical Center and/or Branch Medical Dental and Veterinary Clinics Located in San Diego, Point Loma, San Clemente, Miramar, Coronado, and El Centro under the direction of NMCSD FM.

The Incumbent will also serve as the Facility Management Department Electrical Technical Expert/Low Voltage Specialist (Network/Infrastructure) Coordinator, providing command-wide design, installation, testing, management, and maintenance of the communication infrastructure (Cable), fiber optic or copper, and twisted pair or coax.

This is a mission essential, mission critical and/or hard-to-fill position.

Responsibilities

Provide technical advice in all matters related to facilities; advise on product and services, (i.e. facilities requirements, planning acquisition, construction, maintenance, repair, contracting, demolition, disposal, etc.).

Perform and/or coordinate operational and maintenance engineering involving maintenance, repairs and modification to the operation of complex critical mechanical/electrical systems/IT and equipment serving the hospital.

Perform and/or coordinate Low Voltage cooper/fiber infrastructure systems to support facilities IT functions. Perform Low Voltage Electrical engineering studies, makes and/or review electrical load calculations.

Develops low voltage electrical plans and specifications for facilities maintenance, repair and alteration programs and projects.

Review plans, specifications and equipment packages submitted by A and E firms and/or contractors to ensure the end product meets the contract and hospital?s needs.

Provide technical assistance for contract negotiation, production control, scheduling, investigation and reporting on wide variety of complex systems.

Develop and execute procedures to periodically monitor the physical integrity and performance of installed communications infrastructure and networked systems.

Qualifications

In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:

* Utilizing Universal Building Code and Unified Facilities Criteria guidance's/principles/techniques and concepts as it relates to working within a, (i.e. medical), facility and installation of low voltage electrical systems, plenum, ceiling, firewall penetrations and fire stop systems;

* Using established Authorizing/Organizations, (i.e. Bureau of Medicine and Surgery (BUMED), United States Army Corps of Engineers (USACE), and Naval Facilities Engineering Command (NAVFAC)), Line of business (LOB) processes/guidance's as they relate to acquisition, construction, maintenance, repair business and administrative actions;

* Managing Facilities Support Programs under critical time and resource constraints the capacity of a Project Manager;

* Utilizing comprehensive practical electrical engineering concepts, principles, techniques, practices, guidelines, processes and procedures applicable to a broad range of electrical duties pertaining to design, alterations, layout of low and medium voltage electrical distribution systems; and

* Demonstrating excellent oral and written communication skills, to include excellent use of personal computer and relative software application, (i.e. Microsoft Windows, Microsoft Office Suite, etc?).
