Task Order Manager - III CORPS
Ft. Hood, TX
Position is Contingent on Contract Award
This position provides leadership, direction, and vision; as well as contract and budget oversight for the III Corps Mission Command Training Center (MCTC) Task Order as part of the Mission Training Complex Capabilities Support (MTCCS) Contract. As Task Order Manager, oversees all elements of Team Tapestry performance in support of III Corps MCTC Contractor support team executing training and other support activities for the US Army at Fort Hood, TX, Fort Carson, CO, Fort Bliss, TX, Fort Sill, TX, and Fort Riley, KS. This position will be responsible for overall program execution and will provide strategic direction for the organization.
The III Corps MCTC Task Order Manager (TOM) is on-site, dedicated Program Manager that is fully qualified and has the corporate decision-making authority to, effectively and rapidly respond to Government Task Order requirements. The TOM is the principal point of contact for all technical requirements in the task order and the supervisor for Team Tapestry employees assigned to this task order. The TOM will commit the Team Tapestry on matters concerning the task order, including negotiating and approving changes to the task order, taking all actions necessary to ensure compliance and proper performance of all work assigned, authority for managing on-board personnel, and acquisition of additional or replacement personnel as needed.
o Provides leadership to the III Corps MCTC team to include program management and management of five Site Leads.
o Direct and assist in the establishment of requirements, objectives, plans, and budgets to include overhead costs. Ensure program operates within cost, schedule and performance objectives.
o Represent Tapestry in broad corporate strategic areas across internal staff lines and with external customers.
o Monitor and continually reassess organizational resources, to include manpower, facilities, equipment and funding availability. Make recommendations to the senior leadership on organizational changes.
o Manage and foster customer relations. Understand the pulse and direction of the customer and address concerns that may affect customer satisfaction on current or future contracts. Elevate issues as appropriate.
o Plan, develop, track and de-conflict all schedules related to MTCCS and III Corps MCTC programs.
o Implement and manage quality programs within III Corps MCTC Program. Assess and implement changes to maintain and expand current market sector and achieve growth.
o Provide recommendations to the leadership and business development organization on new and existing business opportunities to be incorporated within the MTCCS or Tapestry's Training Support portfolio.
o Forecasts, obtains and manages personnel, facilities, services, equipment and tools to meet project and departmental requirements. Acquires, deploys and schedules personnel to meet departmental objectives.
o Develops plans to ensure appropriate utilization of employee skills within an organization or functional area. Reviews, approves and implements facility, equipment and service plans to maximize productivity and ensure safety, security, environmental and regulatory compliance.
o Coach, mentor, and provide developmental job assignments to subordinate managers, provide opportunities for professional growth, and communicate vision. Provide recommendations to the executive team on ways to identify and develop future leaders.
o Oversees the successful deployment of the Company quality management system for projects. Negotiates type and quantity of resources. Maintains accountability for overall project health (e.g., Cost Performance Index [CPI], Schedule Performance Index [SPI], Earned Value, Common IT Indicators [CITI]).
o Leads process improvement efforts for timely and appropriate generation, collection, distribution, storage, retrieval and disposition of project information.
o Performs other tasks as assigned.
Typical Education and/or Experience Qualifications:
Bachelor's degree and typically 15 or more years' related work experience, a Master's degree and typically 13 or more years' related work experience or an equivalent combination of education and experience.
o Ability to obtain and maintain DoD required Secret clearance prior to possible start date.
Desired Education and/or Experience Qualifications:
o The ability to operate at both the senior leader and program management level.
o Expertise and Experience with US Army Training, Exercises, Resource Management, Planning, and Scheduling multiple, simultaneous, Small, Medium, and Large Scale Training Events.
o Understand complex concepts, synthesize information from multiple sources, make rapid decisions and inspire a team to execute.
o Ability to manage multiple operational programs, address concurrent priorities, and lead and develop technical, program management and field support personnel to deliver timely software and support to worldwide customers highly desired
o Ability to manage multiple customers, budgets, and programs to meet cost, schedule, and performance objectives.
