The primary purpose of this position is to: As a Financial Management Analyst, NH-0501-02 you will provide financial management services to all personnel, programs, support missions, associates, internal and external customers.

Monitor and analyze financial data to compare performance against objectives and goals, report performance of financial programs, and maintain compliance with applicable laws, regulations and directives.

Perform critical examination of internal pay documents and data entries into financial systems to ensure all pay records and transactions are accurate, balanced, and updated correctly.

Evaluate complex, unique financial pay scenarios, which affects pay, leave, taxes, benefits and other entitlements and/or deductions requiring review of pay history and application of current or prior pay laws, systems, rules and regulations.

Proactively and independently use and troubleshoot errors in a variety of electronic systems such as Defense Civilian Pay System, Job Order Cost Accounting System.

Research, review and apply statutes such as decisions of the Comptroller General, Joint Federal Travel Regulations, DoD Financial Management Regulations, various agency designed supplements and directives from higher headquarters.

GENERAL EXPERIENCE: I have three years of progressively responsible general experience, one year of experience which is equivalent to at least a pay band NH-01, (GS-04), and at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, at least one year of the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04) or equivalent. General Experience is described as experience demonstrating the ability to 1) analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) plan and organize work; and 3) communicate effectively orally and in writing.


EDUCATION: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge and application of professional accounting principles, as well as financial laws, theories, practices, methods, and techniques to administer the serviced activities' accounting programs.

2. Ability to research, analyze, interpret, and evaluate financial and management data and provide a solution to financial problems.

3. Knowledge of civilian and military personnel management principles, policies, and practices to effectively calculate pay and travel entitlements.

4. Ability to effectively communicate both orally and in writing.

5. Ability to interact independently and proactively with customers to identify, define, develop, and implement problem resolving solutions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 11 2-81, Subtitle F-Financial Management, Section 15 99d Incumbent shall comply with the requirements of this certification program.


This is an ACWA covered position. Additional assessments may be required as part of the hiring process.

PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.

WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a certification of active service in lieu of a DD214, assuming the service member is otherwise eligible. A certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of veteran under 5 U.S.C. 2108(1). The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
