Within this broad context the vital mission of the National IT Services is to deliver superior value to our customers through world-class IT services and solutions that are responsive to business needs, adaptive to change, and essential to the mission of the Federal Reserve System.Job Summary:The IT Vendor Manager-Experienced is responsible for supporting critical or key vendor accounts for National IT, managing assigned vendor accounts and building relationships across the Federal Reserve System and with vendor resources. Additional responsibilities include providing significant input into vendor agreements (ranging from a few thousand to multi-million dollar contracts). The IT Vendor Manager-Experienced evaluates vendor performance, coordinates vendor activities, and works with executive teams on strategic topics. Finally, this position supports problem and incident management activities, including management of follow-up activities through root-cause analysis. This experienced level position requires developing career in field and gaining knowledge of industry practices. Requires moderate level of experience and proficiency in field. *Principal Duties and Responsibilities:1. Develops, monitors and manages relationships with vendors, National IT, and Federal Reserve resources (e.g., CRSO, CRM, Contracts and Procurements, Network, etc.). Facilitates and participates regularly in meetings and discussions between vendors and the appropriate Federal Reserve and/or customer resources.2. Provides significant input and leadership for negotiating terms of agreement for vendor agreements of varying size (with scope from a few thousand to multi-million dollar contracts) and types (i.e., hardware, software, combined, etc.), including service level agreements. Work with finance, procurement and contract personnel to smoothly implement agreements.3. Establishes and implements quantifiable measures to monitor and ensure quality and timely delivery of vendor services, products, and other defined deliverables. Ensures vendor provides services in accordance with contracted terms. Maintain information about third-party vendors and service providers.4. Measures vendor performance both routinely and during crises, including the vendor's ability to define issues, respond appropriately, escalates issues when necessary, involves the relevant executives when required, and solves issues efficiently. Ensures thorough account management is practiced including items such as review of established quality metrics, validation that vendor resource allocations are as defined and required, and ensuring that services are being provided as per vendor agreements. 5. Monitors and evaluates processes and works with the vendor, National IT, and Federal Reserve sources to streamline effective crisis management and on-going support. Ensures expenses are accurate and reflect negotiated agreements.6. Coordinates vendor activities, including installations, software upgrades, vendor package upgrades, and trouble-shooting, with Federal Reserve organizations as necessary.7. Ensures a bi-directional exchange of knowledge between vendor, National IT, and Federal Reserve parties by arranging training, ensuring appropriate documentation, and engaging in other appropriate forms of knowledge transfer. Develops and maintains a documentation repository of vendor and its key resources and its partnership strategy with National IT to maintain a collective memory and continuously build on strengths.8. Provide vendor management support during problem or outage situations, including management of follow up activities through root cause analysis.9. May include working with vendors to understand strategic direction and translate into strategies for National IT.10. Performs additional related duties as assigned.','!*!Preferred Requirements: Knowledge of IT Systems and service level data and management requirements to coordinate service level agreements, troubleshoot problem management and change management actions and implement proactive efficient business solutions. Proven experience with vendor or project negotiation tactics and skills; experience in IT preferred.Excellent problem-solving skills, statistical, financial management and contract negotiation skills to recommend complex service agreements and lead/participate in projects dealing with IT issues; interpersonal and oral/written communication skills to act as a liaison to Reserve System/FRIT, working knowledge of audit and control procedures to work with auditors to maintain proper levels of vendor service level control.*Other/Additional Requirements:Working Conditions: Will require the use of standard office equipment such as computers, phones, photocopiers, etc. Physical Demands: Requires some degree of sitting (for prolonged periods of time), standing, lifting carrying, pushing, pulling less than 20 lbs.Hours of Work: May require extended work hours. Has direct influence on decisions/recommendations related to vendor relationships and services delivery; including decisions impacting contracted negotiations with vendors on complex service level agreements. Inappropriate decisions, actions, or recommendations regarding contract agreements of service level directions or inappropriate reaction to vendor situations could result in significant project disruptions or delays and cause financial loss and/or embarrassment to National IT System customers, and financial institutions.Errors in determining appropriate control measures or in detecting improper activity could result in misuse of National IT systems and relationships with vendors. Works in a highly visible role with frequent outside vendor and customer contact. Performs work with high degree of independence and administrative responsibility. Has substantial contact within National IT to coordinate vendor relationship and support service level agreements. Is the primary liaison for vendor to resolve complex contract issues affecting vendor management related projects.Regularly has contact with outside vendors to discuss technical issues or to conduct problem resolution topics. Interactions require discretion, cooperation and tact. May be required to work extended hours to resolve time critical issues and keep multiple projects on schedule.
