Supervisory Civilian Pay Technician
VISN 20, the Northwest Network, is seeking a Supervisory Civilian Pay Technician. This position will be located at the VA Puget Sound (Seattle, WA), Roseburg VA (Roseburg, OR), or White City, OR and Telework may be offered to qualified applicants. Highly skilled applicants may also be considered to work virtually.
The Supervisory, Civilian Pay Technician may be filled at the GS-7 or the GS-8 level. Full performance level of this position is GS-8.

As a Supervisory Civilian Pay Technician, you will have the technical and administrative responsibilities for administration of the VISN 20 Payroll Hub, and responsibility for training and ensuring all assigned VISN 20 stations are current on all public laws. The Supervisory Civilian Pay Technician has authority to determine and plan workload assignment and accuracy of processed actions to achieve an acceptable level of quality. Duties pertinent to the operations of the stations financial management system include:
Plans and directs work which includes workflow methods, procedures and the number of employees required to accomplish the workload;
Responsible for the alignment of work, to include the retroactive pay adjustments for assigned facilities, and recognizing and recommending major changes when needed;
Assigns priorities to the work at hand and assigns employees to those duties which will best produce the desired results;
Reviews the operations on a continuing basis of the different organizational functions of the VISN Payroll Hub for the purpose of determining the need for and devising improved work methods and clerical procedures;
Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system;
Observes work performance and conducts work performance critiques such as development of performance standards, writing position descriptions, evaluating work performance, counseling employees whose performance is marginal or unsatisfactory;
Reviews, accepts, amends or rejects work of subordinates;
Initiates disciplinary or adverse actions for conduct issues if corrective action is unsuccessful;
Hears and resolves complaints from employees;
Develops, analyzes, evaluates advises on or improves the effectiveness of work methods and procedures, resource utilization, management controls, information and documentation systems, and/or similar functions of management as assigned;
Analyzes and reviews documentation procedures and controls, files, directives, forms, records control and disposal.
Performs other duties as assigned.

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted
with your application materials.
Specialized Experience:
In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education for each grade level.
: One year of specialized experience, equivalent to the GS-07 level in the Federal service, that equipped you with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to an Auditor. Specialized experience includes: Knowledge of pay regulations, public laws, consistency of input in the actions of appointments, reassignments, awards, separations, retroactive adjustments; ability to pull, calculate, process data for multiple public laws with various complex instructions and procedures; ability to stay informed on public laws and procedures developed for pulling required information, calculating pay adjustments, pay outs, processing transactions or submitting remedy tickets and other system requirements; skills to coordinate and resolve pay problems with employees and other payroll staff; and ability to prepare responses for requests from VACO, Payroll, facilities throughout VISN 20, financial institutions, mortgage companies, Treasury Department, IRS, employee union representatives, and various other points of contact.
GS-08: One year of specialized experience, equivalent to the GS-07 level in the Federal service, that equipped you with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to an Auditor. Specialized experience includes: Ability in planning, coordinating and overseeing the day-to-day functions other Payroll Office; ability in determining and planning workload assignment and accuracy of processed actions to achieve an acceptable level of quality; skills in performing control point activity duties such as receiving and controlling the routing of all input and output documents processed under the Defense and Accounting Service (DFAS) systems, and initiates actions to obtain corrected input for rejected data; knowledge of Payroll, DFAS and PAID; skills in preparing and submitting payroll reports required by VA, other Federal agencies, state agencies, and financial institutions; ability in providing accurate salary information as required; and skills in tracking status and progress of work, and making day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly.

: There is no educational substitution for experience at the GS-7 or GS-8 grade levels in this occupation.
