This position is located at: National Guard Bureau, G-1, Manpower Division, Education Branch, Arlington, VA.

About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums.

Description of the Working Environment: Work is performed in an office setting.

Responsibilities

Serve as the ARNG subject matter expert concerning use of Federal Tuition Assistance (FTA) and the GoArmyEd program.

Develop courses, curricula and programs to train new personnel and to meet current educational needs.

Collaborate with personnel from various civilian and military agencies including DoD, HQDA, and institutions of higher learning, as well as State Education.

Services Officers and Education Services Specialists at the State level on educational needs.

Other Requirements: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

You will be required to provide proof of U.S. Citizenship.

One year trial/probationary period may be required.

Appointment is subject to the completion of a favorable suitability or fitness determination.

Direct Deposit of Pay is Required.

This is a Career Program (CP) 31 position.

This position is a term position and may be extended up to a maximum of six years

This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

GS-12- Desirable Completed Training - Completion of the Army Civilian Education System (CES) Intermediate Course or a similar introductory leadership development course.

GS-13- Desirable Completed Training - Completion of the Army Civilian Education System (CES) Advanced Course, the DoD Executive Leadership Development Program, or a similar mid level leadership development course.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements 1720 IOR:

I have a bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours in a field related to the work of the position such as Adult Education, of which at least 9 semester hours were in education courses. (Note: You must attach a copy of your transcripts.)

OR

I have a combination of education and experience which includes at least 24 semester hours in a field related to the work of the position such as Adult Education, of which at least 9 semester hours were in education courses, plus appropriate experience or additional education. My experience demonstrates a thorough understanding of the principles and practices underlying the work of this position, and understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. (Note: You must attach a copy of your transcripts.)

OR

I have four years of experience that demonstrates a thorough understanding of the principles and practices underlying the work of this position. My experience demonstrates that I possess an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

I have at least 1 full academic year of professional teaching experience in which I had full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. My experience includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria.

Addition to meeting the Basic Requirements above you must also meet the specialized experience or education substitution below.

GS-12: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: administering the Federal Tuition Assistance (FTA) Program; assisting with developing courses and curricula for educational needs; demonstrating and understanding of the laws, regulatory guidance and policies pertaining to FTA, testing programs, and GI Bill programs; supporting continuing education programs.

GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: managing the Federal Tuition Assistance (FTA) Program at the installation and regional level; interpreting and applying laws, regulatory guidance and policies pertaining to FTA, testing programs, GI Bill programs and education counseling; developing and enhancing continuing education programs.
