Summary

The Volpe Economic Analysis Division uses economic and social science analysis to help transportation leaders make policy, programmatic, regulatory, and procurement decisions in three broad areas:

- Regulatory and financial decision support: analyze data to support level of funding, allocation of costs, or regulatory stringency decisions

- Evaluation and impact assessment: support program performance management by developing action-oriented recommendations based on evaluations of program areas, technologies, operating practices, markets, and the impacts of programs on societal benefits and local economies

-Travel behavior modeling and forecasting: inform decisions about infrastructure investment and proposed regulation by forecasting how travel behavior, vehicle fleet mix and safety are likely to change under different scenarios

We seek experienced professionals and/or recent Masters and PhD graduates to join our team. These hires, working with project managers and other Volpe colleagues, will employ qualitative and quantitative techniques to solve problems in all modes of transportation. Volpe uses the General Schedule (GS) pay scale and the division intends to hire at the GS-9, 11 or 12 level depending on the qualifications of applicants.

You will gain new skills and be able to guide your career along any number of possible paths, from more technical to more managerial. Responsibilities

As an Economist, you will:

Participate on project teams by gathering and analyzing data using a variety of specified analytical techniques including literature reviews.

Conduct economic research, analyze and interpret economic data, develop estimates of benefits and report the results of findings under the guidance of a senior Economist.

Conduct surveys to obtain economic data, relate previously submitted data to current conditions, and determine the relations of pertinent economic factors for well-defined projects.

Participate in planning and scheduling activities with program manager's guidance; execute tasks as planned; monitor progress, resolve basic problems and keep program manager informed of project status.

Communicate and present economic concepts and quantitative data, orally and in writing, especially to non-technical audiences and works collaboratively with other economists and with senior level executives.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the specialized experience requirements.

To qualify for the GS-09 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-07, it must include:

Experience conducting literature reviews and analyzing data for economic analyses using statistical software packages and spreadsheets.

To qualify for the GS-09 on Education alone, you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. This must be fully supported by transcripts, that you provide with your application.

You can also qualify based on a combination of graduate education and experience.

To qualify for the GS-11 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-09, it must include:

Experience conducting benefit cost analysis (e.g. supporting regulatory evaluations or infrastructure investment decisions, etc.), or econometric analysis (e.g. estimating demand models, estimating program impacts, etc.).

To qualify for the GS-11 on Education alone, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This must be fully supported by transcripts, that you provide with your application.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of specialized experience equal or equivalent to the GS-11, it must include:

Experience independently analyzing data using relevant economic methods, such as benefit cost or econometric analysis; and identifying implications of the findings as they relate to transportation-related issues AND Experience preparing and presenting research summaries and other technical reports to a variety of groups and individuals, such as making project presentations to clients/sponsors or to audiences at conferences or workshops.

You cannot qualify on education at this level, you must have experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
