Summary

These positions involve a multi-grade career ladder

. The major duties listed below represent the full performance level of GS-5. At the GS-3 and GS-4 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-5. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

These positions, located within the Augusta VA Medical Center, Maine, serve as phlebotomist in the collection, processing, and distribution of required blood specimens from hospitalized bed patients, ambulatory patients, and outpatients.

Additional duties include but are not limited to the following:

Assists in the testing and Quality Control (QC) review program of inpatient glucose meters and assists in the retrieval of data and performs QC checks on glucometers;

Schedules and performs venipunctures associated with tolerance tests, time tests, stat tests, and routine requests throughout the hospital;

Recognizes possible adverse reactions, such as fainting, nausea, etc., that can occur in conjunction with venipunctures and administers basic immediate care;

Processes and accessions laboratory orders through a computerized system;

Processes blood, urine, and other body fluid specimens to include centrifugation, aliquoting, and determination of acceptable specimens;

Performs positive patient identification and labeling of specimens; and

Performs all other duties as assigned.

Designated Drug-Testing Position:

Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.

Work Schedule:

Monday thru Friday; 5:00am to 1:30pm, 8:00am to 4:30pm, 5:30am to 2:00pm - all shifts include holidays and weekends on a rotation basis

Experience:

Education:

Successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant/technician school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (b) one (1) year of study that included at least 6 semester hours in chemistry and/or biological science. Combination:

Equivalent combinations of successfully completed education and experience that may be used to meet total experience requirements. This education must include courses as described above. Experience:

At least (6) months of general experience and (6) months of specialized experience which equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of this position. General Experience is: (1) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience includes: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled.** OR

Education:

* Successful completion of (a) an associate - degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. OR

Combination:** Equivalent combinations of creditable experience and education as described above to meet the requirements for this position at the next lower grade level. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.

Experience:

*At least one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings and/or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques of a phlebotomist. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. *

*Successful completion of a full four (4) year course of study leading to a Bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position being filled which may include clinical hematology, clinical laboratory practices, phlebotomy practicum, clinical microbiology, clinical practicum or special topics in the Medical Laboratory Technology field. Physical Demands & Work Environment:

Requires mostly standing, bending, sitting, and walking throughout the hospital all day. The employee is frequently exposed to contagious patients or infectious conditions within the laboratory and when receiving specimens from nursing personnel and may be required to wear protective clothing other than gloves in some instances. The employee will also apply all established safe practices, will report unsafe conditions, unsafe practices and will report any occupational injury or illness as promptly practical.

Receiving Service Credit for Earning Annual (Vacation) Leave:

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
