The incumbent is responsible for performing the duties of a Police Officer for the VA Sierra Nevada Health Care System. This position is also responsible for performing detective work at a level higher than routine detective work performed by all police officers. This work includes detective work spanning more than a single shift and includes more detailed follow-up on more complex or long term investigations.

The incumbent enforces Federal and appropriate State and City criminal codes, VA Directive and Regulations originating in Federal Statute in the physical protection and patients, visitors and employees; the protection of property of the United States (U.S.) Government and personal property on VA controlled property; the protection of the civil rights of all individuals while on VA controlled property; and in the preservation of peaceful environment requisite to the operation of medical treatment programs.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS -06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: GS-07: One year of specialized experience equivalent to a GS-06 in Federal Service.

Conducts Criminal Investigations: Independently conducts the full range of investigations, reporting to the Police Chief. Plans and proceeds with the steps of the investigation according to specific case conditions, dealing with witnesses and suspects, consideration for confidentiality and exposure of witnesses, coordinating with other law enforcement agencies. Establishes the need for and nature of stakeouts

Patrol and Police Officer Work: Patrols facility buildings grounds for security and safety purposes. Patrols a prescribed area on the medical center to check locks, alarms, fences, gates or other barriers to assure they are closed and locked or open and unlocked, depending on the time of the day, and the conditions that are supposed to apply. Responds to violation and duress alarms. Observes all activity and is constantly alert to acts of a suspicious nature which may result in theft, burglary, pilferage, assault or other serious crimes.

Maintains Law and Order: Performs work to prevent or resolve offenses. Responsible for booking, taking the accused before the appropriate District Court or Magistrate, conferring with the prosecutor, appearing before the Grand Jury on request, appearing at the preliminary hearing, and/or testifying at the trial, if needed. Enforces basic law and order provisions such as settling disputes, finding missing individuals, helping intoxicated individuals, etc. Prepares incident reports according to the requirements of the local courts.Investigates

Crime: Incumbent conducts investigations when solutions cannot be achieved during the course of a normal patrol shift, and assists other officers with reports of incidents occurring on overlapping shifts. Makes crime scene assessments, investigates complaints, leads and tips, develops leads, obtains physical evidence, seeks out and questions witnesses and suspects, takes testimony and arrests offenders, prepares reports, makes recommendations and prepares cases for prosecution. Incumbent employs a methodology consistent with established criminal investigation techniques

Apprehends Criminals: Apprehends, arrests or directs the arrest of individuals who have violated Federal or State criminal codes. Transports or transfers arrestees to the appropriate authorities. Performs restraints or arrests using the minimum amount of physical force or weapon employment. Pursues and apprehends persons fleeing a crime scene or attempting to resist arrest. Responsible for booking and taking the accused before the appropriate District Court or Magistrate. The Detective will be assigned a rotating shift and squad to perform the duties of a VA Police Officer. Performs other related duties as assigned by the Supervisor or Operations Lieutenant.

Medical Requirements: The duties of this position require moderate to difficult physical exertion and or duties of a hazardous nature. Officers must maintain current (annual) physical examinations and psychological assessments as a condition of continued employment.

Drug Testing: All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with the VA. In addition, any offer of employment will be rescinded with a verified positive drug test result. VA employees in drug testing designated position are also subject to post appointment random drug testing.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work requires on a regular and recurring basis, considerable and strenuous physical exertion such as frequent climbing of multiple flights of stairs, lifting heavy objects over 50 pounds, crouching or crawling in restrictive areas during search or pursuit activities (foot pursuit of suspects), responding to alarms or defending oneself or others against physical attack. Be able to train in a physically and tactically demanding Ground Defense Recovery and Active Threat Response training. Body armor may be worn and duty equipment (pistol with extra ammunition, chemical weapon, MEB baton, handcuffs, radio, gloves, keys, etc.) must be regularly worn or carried. The wearing of this equipment significantly amplifies the physical strain experienced by the employee during physical exertion or during periods of extreme hot and cold weather. Employees are regularly required to work long hours.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
