Responsibilities

Performs independently, fitting, repairing, fabricating of orthotic appliances in the Prosthetics Department at the Northern Arizona VA Medical Center. Such items include. Application of prefabricated appliances such as, but not limited to, lumbo-sacral supports, prosthetic socks and sheaths, elbow and ankle supports, elastic support hose, hand splints, soft knee braces, neck collars, abdominal binders, trusses, and non-custom in-depth shoes. Incumbent will take measurements of body and limb segments appropriate to the item being fit, and select an off the shelf item, sized appropriately with appropriate model or design, to the patient. Incumbent will apply the item to body and limb segment, adjusting as required. Incumbent will enter progress notes of delivery and all patient and medical team contacts. Timely completes work orders as assigned.

Simple orthotic/prosthetic repairs, such as repairs to cuffs, suspension straps, shoes, using a wide variety of materials. Repairs leather, metal, plastic and fabric components to artificial limbs and braces. Immediate post surgical programs, assists the Orthotic Lab personnel putting orthotic components together. This may involve placing sockets, feet and knees on prosthetic pylons according to instruction. Assignments involve measuring, fabricating and fitting patients with orthotic and prosthetic devices. May also include posting stock issues and packaging/mailing items to patient's home.

Authorizes and prepares routine and complex purchase orders for a wide variety of prosthetic and orthotic devices, medical supplies and durable medical equipment. These orders are complex because of the unique or highly technical nature of the item or service required.

Has contractual authority and is empowered to obligate the Government in procurement actions up to $3,000 for open market and $3,000 under established FSS Decentralized and local beneficiary service contracts for all types of services.

Responsible for all procurement actions taken within the limits of this authority and is responsible for protecting the Government's interest on all transactions in which he/she engages.

Ensures that all the requirements inherent to the contracting officer are met, including but not limited to solicitations, socioeconomic programs, and follow-up.

Negotiations and awarding of purchase orders for the exclusive manufacture of unique equipment and devices, etc., are under the incumbent's purview.

Administers small purchase orders that involve the use of instruments that are not firm fixed price (e.g., time and materials, labor hours, or other un-priced small purchase orders). Purchases appliances and manages the inventory for orthotics and prosthetics. Conducts routine physical inventory counts, updates inventory and keeps excess inventory to a minimum. Ensures inventory locations are kept clean and organized.

Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/02/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing independently, fitting, repairing, fabricating of orthotic appliances in the Prosthetics Department. Simple orthotic/prosthetic repairs, such as repairs to cuffs, suspension straps, shoes, using a wide variety of materials. Repairs leather, metal, plastic and fabric components to artificial limbs and braces. OR,

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have a 4-year course of study above high school leading to a bachelor's degree with courses related to the occupation. OR,

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
