Job Description The Virginia Information Technologies Agency (VITA) is currently seeking an Enterprise Architect within its Relationship Management and Governance Division. The Enterprise Architect support\u00e2??s VITA\u00e2??s statutory responsibilities to oversee the coordinated, effective and efficient management of the Commonwealth\u00e2??s information technology (IT)resources, with particular emphasis on: (1) conducting appropriate research and analysis in support of IT management and policy development; (2) developing, implementing, and sustaining a comprehensive Commonwealth Enterprise Architecture; (3) developing statewide IT plans, policies, standards, and guidelines; (4) completing special projects and studies assigned by the Administration and General Assembly. In addition to the basic Enterprise Architect duties, fulfilling the role of the Enterprise Information Architect also requires maintaining the COV data strategy incorporating nationally recognized standards wherever possible to ensure semantic interoperability; implementing processes and procedures required to ensure that Commonwealth Agencies adhere to established data and data exchange standards; establishing data and data exchange standards in support of the Commonwealth\u00e2??s Enterprise Information Architecture; managing staff administrative support to the Commonwealth\u00e2??s Health IT Standards Advisory Committee (HITSAC); managing the Commonwealth\u00e2??s data dictionary which defines the data assets and their standards; builds, manages and maintains a searchable Standards Repository for the Commonwealth; improving the efficiency of sharing\/exchanging data between Commonwealth Agencies and between agencies, Federal agencies, local authorities and non-governmental entities; supporting development and administration of Commonwealth data sharing agreements; identifying and promoting the application of best practices for enterprise data management by Commonwealth agencies. Minimum Qualifications Extensive knowledge and experience in the analysis, development, implementation, maintenance and documentation of Enterprise Architecture; and\/or IT Plans, and\/or IT related policies, standards and guidelines. A demonstrated ability to communicate effectively orally and in writing and to work effectively with all levels of staff and management; and to maintain excellent customer relationships is needed. A broad knowledge and understanding of current information technologies; trends and best practices in IT; and IT business solutions. Comprehensive knowledge and significant understanding and management capability related to the effective planning, development, and implementation of enterprise data management is needed. Experience in both tactical and strategic data management activities and projects; and proven ability to implement industry policies, standards and guidelines for data management functions is needed. Working knowledge of current trends and advancement in data management; developing enterprise level data sharing agreements. A demonstrated ability to organize and present material in a manner that is easily understood by diverse audiences; work against a plan, meet deadlines and produce deliverables. A demonstrated ability to take a project from inception to a working solution and manage scope and stakeholder expectations is needed. Experience with Microsoft office suite programs is needed. High School Graduate or equivalent. Preferred Qualifications Bachelor\u00e2??s degree in information management or related field; PMI certification or Commonwealth qualified as a project manager for IT projects is highly desirable.
