Position is located in the Safety Assurance and Risk Management Division, Office of Systems Safety in the Transit Safety Oversight Office, Federal Transit Administration (FTA), Department of Transportation. The Safety Assurance and Risk Management Division is responsible for developing and implementing technical programs and projects to improve safety management and oversight of the Nation’s transit systems. The overall goal of the FTA’s Safety Management Program is to reduce fatalities and injuries resulting from transit incidents and accidents on the Nation’s transit systems.
As a signals and train control engineer, the incumbent will provide technical expertise and assistance in the areas of rail transit signals and train control. The incumbent is responsible for identifying, detecting and developing solutions to improve the safety of rail transit signals and train control on the Nation’s transit systems. The incumbent also provides general engineering expertise and support to technical elements of FTA’s overall safety management oversight program, in areas such as engineering issues of accident investigations, safety oversight compliance reviews, safety research projects, safety standards and signals and train control design and review of FTA funded rail transit capital projects.
The ideal candidate is a seasoned engineering professional with experience providing leadership, management and coordination of transit accident investigations and maintenance of signals and control systems.

As a General Engineer (Signals and Train Control), you will:
Assist the Division Chief in planning, organizing, directing and developing the safety assurance program.
Draft technical procedures and guidelines to support implementing new and revised transit safety oversight programs.
Ensure uniform implementation of transit safety engineering procedures.
Assist in developing and implementing the Division’s technical rail transit safety assurance and safety management program.
Coordinates with FTA Accident Investigators to conduct technical engineering studies and analyses to support overall accident incident investigations.
Work closely with FTA’s Research & Demonstration Office as a liaison on safety research projects related to signals and train control systems engineering.

MANDATORY EDUCATION REQUIREMENTS:
All applicants must meet one of the following requirements to qualify for consideration for an engineering position:
Successful completion of a degree in engineering that: (1) has at least one program accredited by ABET; or (2) that included differential and integral calculus and courses (more advanced that first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.

To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the following:
Experience in conducting investigations and developing investigation reports on transit related incidents and accidents.
Experience in identifying, detecting and developing solutions to improve the safe transportation of passengers on transit systems by investigating, inspecting, reporting and presenting on signal and train control systems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Federal Transit Administration (FTA) is an agency within the United States Department of Transportation (DOT) that provides financial and technical assistance to local public transit systems. The FTA is one of ten modal administrations within the DOT. Headed by an Administrator who is appointed by the President of the United States, the FTA functions through a Washington, D.C., headquarters office and ten regional offices which assist transit agencies in all states, the District of Columbia, and the territories. Until 1991, it was known as the Urban Mass Transportation Administration (UMTA). Public transportation includes buses, subways, light rail, commuter rail, monorail, passenger ferry boats, trolleys, inclined railways, and people movers. The federal government, through the FTA, provides financial assistance to develop new transit systems and improve, maintain, and operate existing systems. The FTA oversees grants to state and local transit providers, primarily through its ten regional offices. These grantees are responsible for managing their programs in accordance with federal requirements, and the FTA is responsible for ensuring that grantees follow federal mandates along with statutory and administrative requirements.
