This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), aligned under VA Medical Center (VAMC), Fayetteville, NC and assigned to the Wilmington Health Care Center, Wilmington, NC. The Supply Technician is responsible for purchasing and procuring supplies and equipment for the Wilmington Health Care Center.

Responsibilities

This position serves as a Purchasing Agent for the Logistics Service within the VA Health Care System serving as a purchase card holder fulfilling acquisition requests under the federal micro-purchase threshold, ensuring purchases are procured in accordance with federal and VA regulations, policy and procedures with responsibility for work leading to the purchase of a wide variety of complex and highly specialized services, supplies, equipment, and systems. Major duties and responsibilities include:· Purchasing Support: conducts purchasing under the micro purchase threshold; reviews and edits purchase requests; resolves issues to ensure requests and bills are processed accurately and in a timely manner; identifies needs or problems and determines corrective action; utilizes federal and agency acquisition regulations to identify possible sources and other pertinent information related to purchases.

· Procurement Support: develops unique selection criteria for each purchase; establishes user IDs and passwords, ensures proper card usage, and conducts random account reviews; procures supplies and services to meet the purchase, rental, or lease needs of the organization.

· Administrative Support: establishes office files and records systems; conducts formal meetings and prepares presentations for procurement conferences; reports cases of fraud and prepares unauthorized credit card purchase reports.

· Maintains stock at primary and secondary inventory locations for all clinical and administrative services, including pulling stock inventory and material from inventory for delivery, replenishing stock inventory, interacting with customers to resolve issues, maintaining records on stock levels, etc.

· Performs inventory using bar code equipment and resolves differences between records and physical count of stock.

· Ensures areas are cleaned in accordance with aseptic principles as published in infection control guidelines, local Standard Operating Procedures (SOPs), and Joint Commission standards as scheduled.

· Receives supplies and materials into the catchment area including unpacking/uncrating supplies from shipping cartons; storing supplies and materials; and ensuring sterility and integrity of the supplies and material as well as the data integrity of the inventory management system.

· Works with clinical and administrative customers as well as outside vendors with tact and diplomacy to coordinate work activities and resolve operating issues pertaining to supply management requirements.

· Performs other related duties as assigned.

Physical Requirements:

Selected applicants will be required to complete an online onboarding process. The work is administrative in nature and often sedentary. However, walking, carrying, stooping, bending and reaching are required to carry out the inventorying, receiving and stocking of the areas assigned. The activities include physical inspection of merchandise received at the dock; movement of palletized cartons; operation of common material handling equipment (pallet jacks, carts, etc); unpacking of outer shipping containers; and stocking customer's shelves. The incumbent in the position may lift and carry items that weigh up to 40 lbs. The heavier items are moved with weight up to 40 pounds. The heavier items are moved with weight handling equipment or with assistance from other workers. This position will require occasional drives to meet with Logistic Managers, to receive training, and to facilitate the needs of the satellite facilities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2018.

In accordance with Office of Personnel Management (OPM) Operating Manual, Group Coverage Qualifications Standards for Supply Clerical and Technician Series Positions, GS-2005 series.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience: Is experience that equipped the applicant with the particular knowledge, skills and abilities required to successfully perform the duties of the position. Typically we would find this experience in work within this field or a field that is closely related.To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Applicants must have One year of specialized experience at the least the next lower grade, GS-05, or equivalent in the private sector, in the normal line of progression for the occupation in the organization. Specialized experience for this position is:

Uses purchase card to order a variety of General Inventory Program (GIP) items such as medical supplies; independently identifies, catalogs and barcode labels all routinely ordered requisitioned supplies including establishment of existing and new inventory location; reconciles all supplies; types correspondence and performs routine office duties such as filing answering phone and use of automated office equipment; assists in the preparation of budgetary utilization, excess and other inventory related reports concerning particular GIP inventory points.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
