Summary

This position is located in the United States Mint, Office of the Director, Office of the Chief Administrative Officer, Human Capital Directorate (HCD) and is physically located in and provides services to San Francisco Mint.

Responsibilities

As a Lead Human Resources Specialist, you will:

-Serve as an authoritative expert on staffing and recruitment issues for a complex facility with frequently changing priorities and functions. Provide authoritative advice to managers, supervisors, and employees regarding the most difficult, complex, and unprecedented recruitment and placement actions.

-Provide in-depth guidance and advice to lower graded HR Specialists and Assistants regarding intricate and controversial staffing issues that cannot be resolved at lower levels, or that require sensitivity in application due to their precedent-setting nature.

-Develop and promulgates local policy and/or procedures regarding HR matters for the local Mint. Devise new methods and criteria when existing guidelines or precedents are scarce or inadequate, and may propose new policies and/or practices for the organization.

-Serve as the Delegated Examining Unit (DEU) technical expert and provides guidance to the HR Specialists and Assistance on the operation and activities of the DEU.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

- Full working knowledge in Human Resources (HR) operations, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on multiple HR area's such as Recruitment and Placement, Classification, Position Management, Compensation, Employee/Labor Relations, Office of Workers Compensation; Employee Development. AND

-Providing technical guidance in all HR-related areas to management and other HR staff. AND

-Aiding the Human Resources Officer (HRO) on HR related projects and tasks as well as serve as an HRO when directed to do so. AND

-Assisting or overseeing a team of specialist or other HR staff in order to monitor work progress, review of completed work, work quality and submission of work in a timely manner.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.
