TARGETED POSITIONS: (FILL AT ANY GRADE LEVEL) This position may be filled at the NH-02 or NH-03 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. As a Human Resource Specialist (Employee and Labor Relations), NH-0301-02 potential 03, you will perform the duties performed at the full performance level of the position except assignments of greater complexity, involving less routine or predictable aspects of the work or more difficult analysis are worked under the guidance of or in support of a senior specialist or supervisor.

As a Human Resource Specialist (Employee and Labor Relations), NH-0301-03, you will serve as a Human Resource Specialist with responsibility for planning, developing and carrying out a full range of duties in employee management and labor relations, staffing, position and resource management and related management advisory services for assigned organizations.

NH-02 SPECIALIZED EXPERIENCE: You must have 3 years of general experience, 1 year of which was equivalent to at least NH-01/GS-4 in the Federal service (or equivalent in other pays systems) that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. General experience is described as the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; the ability to plan and organize work, and communicate effectively, orally and in writing. Such experience was gained in administrative, professional, technical, investigative, or other responsible work.

OR EDUCATION SUBSTITUTION: Successfully completed education 4-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. OR COMBINING EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only experience obtained by the closing date of this announcement will be considered.

NH-03 SPECIALIZED EXPERIENCE: SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower pay band NH-02 or grade level (GS-11), pay band or equivalent. Specialized experience described as to providing management advisory services regarding Civilian Personnel Programs, affirmative employment and special emphasis programs, community outreach, recruitment, special hiring authorities, VERA/VSIP, and RIF avoidance.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. A sound theoretical knowledge and practical understanding of federal personnel management functions, theories, and techniques and of basic relationships of the various personnel disciplines.

2. Ability to serve as a proactive advisor to management, analyzing complex and dynamic organizational structures, and identifying and recommending alternative organization designs which assist management in improving its Human Resource posture.

3. Skill in advising management on controversial or sensitive, complex and dynamic organizational structures, and identifying and recommending alternative organizational designs which assist management in improving its Human Resource posture.

4. In-depth knowledge of a wide range of concepts, principles, practices, and regulatory requirements sufficient to perform detailed analysis; draw conclusion on complex problems, and situations; and advise senior managers regarding corrective techniques.

5. Skill in gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound decisions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
