The Health System Specialist (Facility Strategic Planner) is located at the Northern Arizona VA Health Care System (NAVAHCS) in the Executive Leadership Service Line. This position will report directly to the Associate Director under the Office of the Director.
The primary purpose of the Facility Planner is to develop long range plans to include participation in the formulation and development of the organizational strategic plans. S/He coordinates all major construction planning activities, advises NAVAHCS leadership on partnerships, community outreach and rural health strategic planning activities.
S/He will apply substantive knowledge of the concepts of behavior and specialized knowledge of the principles and practices of health care system management in aiding the activities of the Office of the Director.
Is responsible for developing detailed analysis necessary to determine staffing, equipment and space allocations for major construction projects. S/He will coordinate all planning activities, including those related to the Strategic Capital Investment Planning (SCIP). Will be responsible for the detailed and complicated development of the Medical Center's demographic parameters, gap analysis, workload projections, market plan proposals, and market plan narratives. This will include monitoring the expiration of the Community Based Outpatient Clinic (CBOC) and other VA Clinic leases and determining the space and service needs for new leased space. Other duties as assigned as applicable.
The work is sedentary in nature. Typically, the incumbent will sit to perform work functions, but there will be some walking, standing, reaching, stooping, bending, kneeling, crouching or carrying light items.

You must be proficient in spoken and written English as required by 38 U.S.C. 7402(d).
You must have specialized experience in analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
There is no education substitution for this grade.
