This position is located in the Federal Highway Administration’s Office of Human Resources (HR), Washington, DC. The employee serves as the Headquarters HR operations manager, with comprehensive responsibility for managing, leading and guiding the multiple teams that compose the division. The incumbent provides leadership and oversight for Headquarters program areas including staffing and classification, position management, and records management; and also provides national leadership for the personnel security program, corporate recruitment and student programs, and the Agency’s wellness program.
Ideal Candidate: The ideal candidate for this position will have senior level experience directing operational human resources programs such as classification, staffing and benefits; leading, planning and designing comprehensive human resources and human capital management programs; managing and participating in the personnel planning phases of reorganizations, expansions or elimination of operating activities to address Agency human resources requirements, resulting in the development and retention of a world-class organization and workforce.

As a Supervisory Human Resources Specialist (Operations), you will:
Lead and direct agency-wide recruitment and professional development programs and initiatives for the Office of Human Resources, including managing staff responsible for developing and implementing corporate recruitment and outreach plans.
Advise and assist the Director and Deputy Director of Human Resources, the Associate Administrator for Administration, Associate Administrators, Directors of Field Services, Division Administrators, and other senior level program officials to discuss HR strategy, direction and tactics to support the organization’s human resources goals and objectives.
Direct and oversee the effective performance and operational delivery of classification and staffing, employee onboarding, employee benefits, personnel security, and wellness programs.
Advise and make recommendations senior level program officials regarding personnel and position management related to their current and future staffing needs and organizational needs. Participate in the personnel planning phases of reorganizations and expansions or eliminating of operating activities.
Establish metrics to effectively assess the work of the Division and identify opportunities for innovation, efficiency and increased effectiveness.

To qualify for the GS-15, you must have at least one year of specialized experience equal or equivalent to the following:
Experience in at least two HR operational program areas to include classification, staffing, recruitment, student programs, employee personnel security, and benefits.
Experience providing advisory and consultation services including interpreting and analyzing laws, regulations and policies concerning agency or Department-wide HR issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
