THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a CONTRACT SPECIALIST. The primary purpose of this position is to perform developmental assignments which are designed to provide the incumbent, who is serving in a trainee capacity, in the application of common contracting
methods and contract types, and to assist in the procurement of standard or specialized service; supply; and/or construction items, services, and/or materials primarily through formal advertising, or through limited use of negotiation techniques.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

As a CONTRACT SPECIALIST, GS-1102-7/9, you will:
Follows established procedures to procure off-the-shelf materials, which are available from numerous commercial sources, and are easily identified by common names for which standard price lists are available.
Prepares Invitation for Bid (IFB) or Request for Proposal (RFP) ensuring that technical descriptions and appropriate contract clauses are included.
Monitors contract performance through telephone conversations, correspondence, site visits, inspections, progress reports, and analysis of contractor metrics, for compliance with performance standards, applicable laws, delivery schedules, payment provisions, inspections, progress reports, and other requirements stated in the contract.
Participates in negotiations of extension of delivery schedules, price adjustments, modifications to the contract, and similar agreements when precedents are well established and the contractors and government's bargaining position are close.
Provides advice and assistance to others relating to contracting work and prepares correspondence.
Occasional travel - You may be expected to travel for this position.

Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test. As a condition of employment, if the contract specialist is directed by his or her respective Contract Supervisor to hold a Warrant, he or she must pass the CORB to qualify for the Warrant. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives. The applicant must possess or obtain a valid security clearance (Secret or Top Secret) within one year of appointment according to Army or Air Force Personnel Security Program Management Directives.
As a condition of continued employment in the GS-1102-07 positions, employees must complete Level One Certification within 24 months of appointment to their positions.
As a condition of continued employment in the GS-1102-09 position, the employee must complete Level Two Certification within 24 months of appointment to the position.
Participation in direct deposit is mandatory.
GENERAL EXPERIENCE: An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE GS-07: Must have an understanding of the basic principles and concepts of the National Guard Procurement business and/or contracting program requirements and certifications. Applicants should have experiences and training that demonstrates the ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
SPECIALIZED EXPERIENCE GS-09: Must have Level One Certification awarded. Must meet positive education requirement. Must have at least 12 months of functional contracting experiences and competencies that provided knowledge of contracting principles and procedures to include the following business: Procurement in Pre-Award and Award Contracts; Simplified Acquisition Procedures; Small Business Socio-Economic; Delivery Order / Task Order; Contract Administration; Government Purchase Card program.
Substitution of Education for Specialized Experience. To qualify for GS-1102 positions on the basis of completed graduate education, the graduate education must be in one of -or- be a combination of the following required disciplines: Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; or, one full academic year of graduate law school, or superior academic achievement in a law school program.
Minimum Requirements for All ARNG and ANG Civilian Grades and Military Ranks.
1. A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
2. At least 24 Semester Hours in any combination of the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
1. Use the data point of .67 to compute Quarter Hours into Semester Hours:
36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
2. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses:
36 Quarter Hours /1.5 = 24 Semester Hours.
