Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: This position is located within the U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement, Human Resources Division, Employee and Labor Relations Branch in Albuquerque, NM. The incumbent will serve as a Human Resources Specialist responsible for the compliance and support of the Employee and Labor Relations programs for the Office of the Special Trustee and other serviced clients. Salary Information: GS-12: $73,623 - $95,710 per annum GS-13: $87,547 - $113,812 per annum **First time hires to the Federal government normally start at the lower salary range of the grade level. Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for situational telework and the selectee may be allowed to telework with supervisor approval. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee. Responsibilities At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: The incumbent provides expert advice and guidance to managers on a wide range of employee performance and conduct issues.Serves as management\u2019s representative for conducting day to day business with the labor organizations for the assigned organizations.Provides policy guidance and interpretation to the staff of all organizational elements dealing with labor organizations serviced by Human Resources Division.Provides staff level advisory services to all levels within the assigned organizations on specific and bureau\/office-wide issues that impact on the employee and labor relations program. See . Qualifications Specialized Experience: To qualify at the GS-12 grade level, you must have at least one FULL year specialized experience at or equivalent to the GS-11 grade level. Specialized experience must include experience: 1) analyzing and resolving conduct or performance inadequacies for employees; 2) developing and conducting training for management and employees; 3) providing technical guidance and advice on grievances, appeals, disciplinary actions, adverse actions, employee-management issues; 4) interpreting agency's employee relations policies, procedures and guidelines; 5) assisting in labor-management activities such as local bargaining, complaint resolutions, realignments; and 6) changes in working conditions. Specialized Experience: To qualify at the GS-13 grade level, you must have at least one FULL year specialized experience at or equivalent to the GS-12 level. Specialized experience must include experience: 1) as a senior and\/or subject matter expert, consultant and advisor in the full range of matters related to employee and labor management relations to include discipline, adverse actions, grievances and appeals, and labor management partnerships; 2) applying a wide range of Federal sector employee\/labor relations theories, concepts, laws, rules, regulations, precedents, and procedures to perform a variety of difficult and complex assignments; and 3) formulating and implementing broadly impacting policies, procedural\/technical guides and training; and 4) providing high level management advisory services and program oversight.
