Major duties include: Planning, developing, coordinating, directing, and evaluating a large, integrated mental program for GJVHCS;

Performing wider-range and higher-level management functions for GJVHCS and VISN 19 through participation in planning and oversight boards, councils, and committees;

Developing and maintaining continuing programs in the areas of professional peer review, organizational improvement, continuing education, scope of practice, clinical privileging and other quality improvement activities;

Providing direct health care to clients within incumbent's area of expertise 40% of the time.

The incumbent is responsible for ensuring effective operations for all areas covered by the Uniform Mental Health Services Handbook (inclusive of services for outpatient, residential, inpatient, community-based, homeless, substance abuse, seriously mentally ill, rehabilitation and recovery-oriented services, suicide prevention, gender and age specific services, specialized Post-Traumatic Stress Disorder, rural mental health, prevention and management of violence, and Military Sexual Trauma). Service provision is recovery-oriented, patient-centered, with a high focus on patient/customer satisfaction, quality, efficiency of service delivery, and effective resources management.

Work Schedule: Primarily M-F, 0800-1630 but may have on call

Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.

Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found on the OHRM website.

English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.

Grade Determinations: GS-14 Social Worker Program Coordinator. . At the GS-14 grade, Social Worker Program Managers are assigned to manage, direct and oversee a major specialty treatment program at a multi-division facility or at the VISN or VA Central Office level. Typical assignments at the facility level include serving as a care line manager or major section chief. Typical assignments at the VISN or VACO level include overseeing a VISN homeless program or care coordination program or a national program, such as the Fisher House Program. They have responsibility for staffing, work assignments, budget, clinical services provided and admission criteria for the program, day-to-day program operation, and all reporting requirements. Additionally, program managers at this grade generally have collateral assignments, determined by the needs of the local facility, the VISN and/or VACO.

Experience, Education and Licensure. Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below.

Demonstrated Knowledge, Skills, and Abilities

1. In-depth knowledge of the program coordinated, and demonstrated knowledge and ability to write policies, procedures, and/or practice guidelines for the program.

2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

3. Ability to supervise multidisciplinary staff assigned to the program.

4. Ability to organize work, set priorities, meet multiple deadlines, and evaluate assigned program area(s).

5. Ability to provide training, orientation, consultation and guidance within clinical specialization of practice.

Physical Requirements: Light lifting (under 15 lbs.), light carrying (under 15 lbs.), use of fingers, walking 4-8 hours, standing 4-8 hours, near vision correctable at 13 to 16 to Jaeger 1 to 4, far vision correctable in one eye to 20/20 in the other, hearing (aid permitted), working closely with others, working alone, emotional and mental stability.
