About the Position: Incumbent will serve as an Environmental Engineer responsible for the Stormwater Program working for the Directorate of Public Works (DPW), Environmental Division, Prevention and Compliance Branch for IMCOM, US Army Garrison, located at Fort Carson, Colorado.

You will serve as the Program Manager for the Installation Storm Water Program within the Environmental Division, Directorate of Public Works (DPW), Fort Carson and associated properties, facilities and training centers.
You will be responsible for the general planning, programming, reviewing engineering designs, and implementing applicable local, state and federal regulations pertaining to the Installation Storm Water Program.
You will develop project plans, outline environmental policy, and identifies long and short-term goals and objectives.
You will be responsible for complex, multi-mission military installation environmental projects requiring coordination with other Directorates, organizations, contractors and personnel within and outside the DPW.
You will conduct annual planning activities to determine appropriate resource requirements necessary for accomplishing program goals, developing scopes of work (SOW), developing all aspects of contracting documents and managing contracts.
You will provide general environmental information on National Environmental Protection Act (NEPA) documents as they relate to water and storm water issues.
You will coordinate sampling and monitoring of surface waters and storm water system outfalls.
You will prepare annual program specific project descriptions and estimates for execution during next fiscal year.
You will prepare documentation such as cost estimates, justifications, and cost-benefit analysis to acquire contract approvals.
You will maintain operational awareness of Clean Water Act NPDES permit requirements and regulations to support installation water and wastewater management relating to stormwater program.
Occasional travel - Business travel up to 5% may be required.

BASIC REQUIREMENT: A bachelor's degree in professional engineering from a school of engineering whose curriculum is accredited by the Accreditation Board for Engineering and Technology (ABET), or included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in FIVE of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics such as optics, heat transfer, soil mechanics, or electronics. You must submit transcripts to support this educational requirement.
A combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
· Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico.
· Written Test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
· Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.
· Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Specialized experience is defined as: performing a variety of duties in planning, coordinating and performing tasks associated with environmental issues in the following areas: wastewater abatement, environmental cleanup, hazardous waste analysis, environmental health risk assessment, environmental health risk mitigation, potable water sampling and/or soil sampling; coordinating with other engineers, management and support personnel in determining regulatory requirements and assuring compliance is maintained; participating in conferences and meetings to exchange technical information and represent the organization's interest in projects assigned; and making on site and field visits to perform evaluations.

SUBSTITUTION OF EDUCATION: A Ph.D., equivalent doctoral degree, or three years of progressively higher level graduate education leading to such a degree in a related field that provided the knowledge, skills, and abilities necessary to do the work of this position may be substituted for the experience required at the GS-11 level. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study, if that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. If you are using education to qualify, transcripts are requested.
COMBINATION: A combination of professional engineering experience and progressively higher level graduate education as described that demonstrates your ability to perform the duties of this position may be substituted for the experience required at the GS-11 level. For the GS-11, only graduate education in excess of 36 semester hours (2 years) may be used to qualify. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Add the two percentages; the total percentage must equal at least 100% to qualify for the grade level. If you qualify by a combination, your experience must be detailed and transcripts are requested. YOU MUST PROVIDE A COPY OF YOUR TRANSCRIPTS.
