The selected candidate will provide assistance to the statewide MS4 program through evaluation of program implementation and assessing compliance with state and federal regulations related to erosion sediment control, stormwater management, and MS4. The individual will also provide leadership, environmental engineering expertise, and regulatory compliance guidance to the MS4 program. As needed, the individual will coordinate with VDOT staff and external stakeholders to perform analysis and reporting of data to meet the needs of the program and permit requirements. Duties may include but not limited to: providing technical guidance to program functional areas and monitoring adherence to policies and procedures through field coordination, visitation, and consultation; assisting the NPDES Program with MS4 planning and implementation as it relates to the Maintenance, Construction, and Environmental Divisions; assisting each of the nine (9) construction District NPDES Programs through technical expertise and field support as needed; evaluating implementation regarding compliance and conformity with state and federal regulations related to erosion sediment control, stormwater management and MS4; representing VDOT in resolving construction stormwater permit issues and conditions with local, state and federal agencies throughout the project development process to ensure timely issuance of water quality permits; training inter-divisional district personnel to perform their job duties and responsibilities under the MS4 and Construction General Permit (CGP) programs; coordinating the Districts training efforts in the areas of MS4, Stormwater Management and Erosion and Sediment Control; ensuring that training materials are current with the applicable regulations and policies, and coordinating training with various VDOT Divisions; and supporting the MS4 Program Manager and Section Manager in generating necessary information to include in the annual MS4 report as required by the MS4 permit.
VDOT is responsible for building, maintaining and operating the states roads, bridges, tunnels and ferry systems. Through the Commonwealth Transportation Board, VDOT also provides funding for airports, rail and public transportation. Demonstrated knowledge of/in: fundamental principles and practices of highway engineering design, construction and maintenance; MS4 and NPDES regulatory requirements, MS4 program plan development and implementation; interpreting and applying stormwater erosion and sediment control and MS4 law and regulations. Demonstrated experience and a high level of skill in developing and delivering technical training related to MS4, stormwater management, Storm Water Pollution Prevention Plan (SWPPP) implementation and erosion and sediment control. Understanding of: SWPP development and implementation for construction projects and maintenance facilities; good housekeeping pollution prevention techniques and methodologies; VDOT Road and Bridge Standards, and VDOT Drainage Manual. Ability to: communicate clearly and concisely both orally and in writing; and prepare professional correspondence, policies, resolutions and reports. Possession of a valid drivers license is required. Unless already certified, must obtain a VA DEQ Dual Combined Administrator certification within one year of employment. An understanding of VDOTs BMP Manual of Practice, and a valid PE license are also required.
A Bachelors degree from an accredited college or university with major course work in civil or environmental engineering, with specialty focus in highway engineering, water resources, or environmental resources is preferred; or equivalent work experience may substitute for degree.
Fingerprint-based Criminal History background check and DMV record check are required.
