Current New York State Department of Health employee with permanent or contingent-permanent service as an Associate Health Care Management Systems Analyst, G-23 OR current NYS employee with one year of permanent or contingent-permanent service in a qualified title, G-21 or higher, and deemed eligible to transfer to Associate Health Care Management Systems Analyst under Section 52.6 OR Section 70.1 of Civil Service Law.
Preferred Qualifications: Strong analytical and computer skills with proficiency in Microsoft Office applications including Excel and Word; experience in performing financial and data base analysis; good verbal and written communications skills; accounting experience or course work and an ability to read and interpret financial statements including balance sheets and revenue statements; and knowledge of New York’s managed long term care program concepts are desirable.
The Associate Health Care Management Systems Analyst’s assigned duties are related to the Medicaid Managed Long Term Care Program in the Department of Health’s (DOH) Division of Long Term Care (DLTC). Working in the Fiscal Oversight Unit, the candidate will serve as liaison between managed long term care plans and DOH regarding all financial issues including financial solvency, plan capacity, capitalization and quarterly and annual cost report submission. Candidate may also provide technical assistance to State agencies, health care providers and plans, and assure compliance with State and Federal regulations. The candidate will be responsible for evaluating the timeliness and accuracy of financial reports submitted by plans; monitoring the financial condition of plans including analysis of their financial operations and compliance with financial reporting requirements; conduct on-site readiness and operational evaluation reviews of plan’s financial and operating status; evaluate the financial arrangements contained in plan management and provider contracts as well as risk/incentive arrangements negotiated with providers and supervise state and contract staff.
