Responsibilities

The Supervisory General Engineer (Projects) is directly responsible for the overall daily operations of the Projects Section of the Facilities and Engineering Service for thr VA Maryland Health Care Systems (VAMHCS).

Duties to include providing planning and technical support, oversight, design and construction management services at the medical centers, CBOCs, and Outreach Centers.

Supervise other engineers and engineering technicians. Assuring that daily work assignments are completed in a timely matter.

Directs work sequence, procedures, and methods; while checking on progress to ensure deadlines are met.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: professional knowledge of the theories, principles, practices and techniques of various engineering disciplines including mechanical, electrical and civil in order to plan, design and manage new and renovation construction projects. Must be familiar with the particular types of problems which are encountered in medical facilities. Must have a working knowledge and understanding of financial management, human resources management, labor relations, Federal and VA procurement, contracting and contract management. He/she will act as the Contracting Officer's Technical Representative (COTR). He/she should be able to apply various quality management principles and techniques. Utilizes OSHA, Joint Commission, NFPA, ANSI, VA, local and state standards, guidelines and regulations along with numerous engineering, construction, cost-estimating guides and equipment manuals.

SUPERVISORY PROBATIONARY PERIOD: First time supervisor will be subject to completion of a 1-year probationary period for assignment to supervisory position.

Physical Requirements:

Work environment consists of standard office setting, construction sites, mechanical equipment spaces, labs, patient care areas, roofs and crawl spaces. Sometimes exposed to hazards such as moving machinery, toxic chemicals, flammables, and high noises.
