Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications.

A license as a clinical provider in either Social Work or Psychology is highly desirable, but is not a requirement to qualify for the position.

To ensure that Victim Services Managers maintain their effectiveness and safely even after repeated exposure to traumatic events, all Victim Services Managers are required to participate in and pass an operational and psychological screening, assessment and evaluation on an annual basis to remain in the position.

Major Duties:

GS-13:

Assists the VSD Program Director in developing plans and implementing practices for victims of terrorism or other major crimes involving multiple victims and/or multiple jurisdictions.

Integrates the collaborative response to victim and family needs by coordinating FBI investigators, as well as government and local agencies.

Identifies sources of financial assistance when none are readily available, to aid victims and families with emergency funding for transportation and transporting of remains.

Helps victims and families cope with difficult news including death, injury or hostage taking.

Assists FBI investigative personnel in working with victims of families to support ongoing investigations.

Serves as a liaison for terrorism, major crime victims and providers with relevant agencies and organizations.

GS-14:

In addition to the above the selectee:

Develops plans and implements practices for assisting victims of terrorism or other major crimes involving multiple victims and/or multiple jurisdictions.

Manages the collaborative response to victim and family needs by coordinating FBI investigators, as well as government and local agencies.

Develops and publishes educational brochures and fact sheets on victim assistance issues for victims, Special Agents and Victim Specialists.

Provides training, guidance and resources to FBI Victim Specialists, regarding victims of international terrorism, and other multiple victim and/or high impact cases.

Develops FBI policy as it relates to international terrorism victims, victims of mass fatalities and criminal aviation disasters.

Qualifications and Evaluations

This position has a specific education requirement; all applicants must verify completion of this basic educational requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

1. Degree; behavioral or social science; or related disciplines appropriate to the position.

OR

2. Combination of education (that includes at least 24 semester hours in course work that included the behavioral or social sciences) and experience that provides knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE):

In addition to the Basic Education Requirement above, applicant must meet the following specialized experience (SE) requirements at either grade:

GS-13:

Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:

Working with law enforcement investigators to deliver victim and family needs after traumatic events.

Identifying and coordinating resources and assistance available to help terrorism victims at federal, state and local levels.

Assessing victim and family needs anc collaborating with other personnel to procure resources and support.

Providing training, guidance and resources to FBI Victim Specialists, regarding victims of international terrorism, and other multiple victim and/or high impact cases.

GS-14:

Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:

Providing information briefings/trainings for federal, state and local officials in support of terrorism victims.

Developing plans and implementing practices for assisting terrorism victims or other major crimes involving multiple victims and/or multiple jurisdictions.

Managing the collaborative response to victim and family needs, by coordinating FBI investigators, as well as other government and local agencies.

Developing and publishing educational brochures and fact sheets on victim assistance issues for victims, Special Agents and Victim Specialists.

The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principle investigative arm of the DOJ. All FBI positions are in the excepted service.

Work performed outside assigned duties (that would not normally be documented on an SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month/year work began

c. Frequency worked (i.e., daily, monthly, etc.)
