VA TEXAS VALLEY COASTAL BEND HEALTH CARE SYSTEM

The VATVCBHCS is comprised of the Corpus Christi Outpatient Clinic (CCOPC), Corpus Christi Specialty Clinic (CCSC), Harlingen Outpatient Clinic (HOPC), Health Care Center at Harlingen (HCC), Laredo Outpatient Clinic (LOPC), and McAllen Outpatient Clinic (MCOPC). The VATVCBHCS is an ambulatory health care system providing health care in medicine, surgery, psychiatry, and rehabilitation medicine. The VATVCBHCS also operates a 100-patient Home Based Primary Care program and a 200-patient Care Coordination Home Tele-Health Program. Through the utilization of inpatient/emergency department contracts, approximately 2600 inpatient admission and 5800 ER visits are managed by VATVCBHCS. Affiliated with the University of Texas Regional Academic Health Campus, the system has an active ambulatory care program and serves as a teaching and training site for medical residents. The VATVCBHCS is responsible for an enrollee population of over 30,000 veterans and 350,000 outpatient visits annually.

Join the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) as a Program Analyst. You will improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of technologies. The work of this position is health-oriented in nature. You will serve as a health care professional who uses that knowledge to influence and adapt IT systems to drive management of the health system toward effectiveness and efficiency. Performs workflow assessment and optimization in clinical, administrative, educational, and research domains in addition to adapting software controls to existing workflow. You will be a primary resource for Senior Leadership when mission critical updates/problems are identified at the facility, regional, or national levels, and serve as a subject matter expert for new technology assessment and usability. You will also serve as a subject matter expert for interpretation of local data to VISN and national program offices. Other duties include, but are not limited to:

Extract, analyze and provide data to assess treatment impacts such as clinical endpoints, health status outcomes and utility estimates; estimated usage; characteristics of treating designated populations; evaluating patterns of substitution against other products such as resource impact assessments.

Determine methodology to correlate/evaluate Veterans' Experience data and access management data to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts.

Work with clinic support staff & clinic managers to monitor and maintain profiles, ensure Primary Care Management Module (PCMM) data validity.

Serves as technical authority in interpreting and applying guidelines as principal management advisor for Veterans Equitable Resource Allocation (VERA).

Formulate and implement plans in collaboration with the Medical Center Director to ensure the program needs of the Health System are met in the most effective and efficient manner.

Review and evaluate system-wide training plans for access management and relates electronic information for local use.

Collaborate with technical, clinical and administrative staff to develop system requirements & understanding limitations.

Travel to Outpatient Clinics within VCB or other health care agencies may be required.

Work schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. (Alternate schedules may be necessary to meet the needs of the organization.)

Qualifications

Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Quad, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics or other health care agencies are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines. The work involves carrying light items such as books, instruments, laptop computers and other similar materials.
