Summary
As a member of the top management team, the incumbent serves as the Medical Center Chief Financial Officer (CFO), responsible for the establishment, oversight, and maintenance of a comprehensive, effective, and integrated financial management system. The incumbent is integral to decision-making that impacts the financial viability of the Medical Center. He/she also provides support and guidance to VISN 10, Veterans in Partnership, and the National Center for Patient Safety (NCPS).

Responsibilities
Acts as member of the Medical Center leadership team
Develops, interprets, coordinates, and administers policies and procedures related to Medical Center financial, contracting/procurement, and human resources
Contributes to discussions and decision-making impacting the financial viability of the Medical Center
Maintains day-to-day supervision of resources including ensuring the complete and accurate documentation of Medical Center resource planning, administration, and monitoring
Acts as chair or co-chair of functional teams within Finance
Serves as vice-chair of the Administrative Executive Board and Medical Center Resource Board Committee
Performs first-line supervisory responsibility for Financial Administration
Establishes, oversees, and maintains a comprehensive and effective financial management system that includes budgeting, payment, and procurement activities
Oversees negotiations with internal and external sources on procurement and resource acquisition
Negotiates and monitors competitive pricing contracts
Develops and maintains accounting and statistical records, prepares financial statements and reports detailing planning and budgeting activities for the Medical Center
Maintains responsibility for program fund maintenance, appropriateness of expenditures, collection of funds, and the fiscal integrity of all Medical Center financial records
Collaborates with the Medical Center Business Office to establish data collection procedures for specific programmatic activities or evaluations
Develops and maintains a computerized system of reports tailored to the needs of the Medical Center
Establishes effective and sensitive communication links with members of top management, and coordinates contacts with VA Headquarters, VISN 10, and other internal and external stakeholders
Provides accounting, managerial and financial reporting and advice to the Medical Center, the Network, and National Headquarters officials
Conducts special projects as designated by the Medical Center Director or Associate Medical Center Director
Serves in the role of Acting Medical Center Director or Acting Associate Medical Center Director when necessary

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2018.
Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Education Requirement
: Must possess a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)
OR-
Must possess a combination of education and experience, which includes: At least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or,
b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
or,
c)Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement above, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c)except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Note
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Most work is performed in an office setting. The work is sedentary but requires standing, bending, and carrying of light items such as papers, books, and files.
