Summary

This position is a Nonappropriated Fund (NAF) Training Instructor (Financial Management), NF-1712-05 position with DLA Installation Operations at Headquarters, Family and Morale, Welfare, and Recreation (FMWR), duty location Richmond, Virginia.

This position is open to all candidates world-wide. Moving expenses (PCS cost) will be paid in accordance with the Joint Travel Regulation, http://www.defensetravel.dod.mil/site/travelreg.cfm

and the DLA FMWR NAF PCS Costs policy.

This position is a regular full-time (RFT) position, which guarantees 40 hours per week. RFT employees are entitled to a comprehensive benefits package, including the accrual of annual and sick leave, health benefits, life insurance, etc. Please see the benefits section of this announcement for more information.

This position is a non-bargaining unit position.

Responsibilities

As a Training Instructor (Financial Management), the incumbent is responsible for:

Serves as the authoritative consultant, senior instructional specialist, overall coordinator, course director, senior instructor primary instructor in Financial Management the Defense Logistics Agency (DLA) FMWR Academy;

Utilizes a practical knowledge of the methods and techniques of instruction and possesses an advanced knowledge of the subject matter taught / instructed to include its principles and theories, trade knowledge, techniques, methods of operation, and governing regulations and guidelines to conduct training of courses concerned with programs;

Independently develops, modifies and updates lesson plans and courses pertaining to the subject mater taught; AND

Determines appropriate instructional techniques such as conference, demonstration, lecture, or self-paced learning programs, online instruction, and job aids. Develops visual aids as necessary and/or uses existing material.

Qualifications

The minimum qualifications for this position are:

Specialized experience equivalent to the NF-04 grade level in the Department of Defense Family and Morale, Welfare, or Recreation (FMWR) financial management field overseeing the financial management operations at a garrison, or equivalent, or higher level including implementing and monitoring the internal management control program; managing the organization's appropriated and non-appropriated funding; developing and executing the budget process; overseeing cash management for the organization; and writing garrison-level Directives.

The position has highly qualified criteria. Candidates who meet the highly qualified criteria may be referred before applicants who only meet the minimum qualifications, notwithstanding required preference categories.

In addition to the specialized experience, candidates have completed a Train-the-Trainer program and have experience as platform trainer or adjunct faculty member in a business environment with adult learners

Education

Education cannot be substituted for specialized experience.
