EBSA assures the security of the retirement, health and other workplace related benefits of America's workers and their families. EBSA develops effective regulations; assists and educates workers, plan sponsors, fiduciary and service providers; and vigorously enforces the law.

Responsibilities

The incumbent serves as Director of a Regional Office of the Employee Benefits Security Administration (EBSA). Under delegation from the Deputy Assistant Secretary for Program Operations, the Regional Director exercises full responsibility and executing, at the Regional and District levels, a civil and criminal enforcement program to ensure maximum industry compliance with the Employee Retirement Income Security Act of 1974 (ERISA). Provides executive leadership in planning, directing, carrying out, assessing Federal and State civil and criminal laws, regulations, policies, and administrative and court rulings. In addition, the incumbent is responsible for the following: (1) represents the Agency with various Departmental, Federal, and State agencies and private industry; (2) develops Regional Office programmatic policies and strategies: (3) develops and justifies requests for staffing and financial resources, determines the appropriate allocation of these resources based on enforcement plans and priorities, and is accountable for their uses; (4) participates, as a member of the EBSA executive staff in the formulation of Agency policies, positions, and program directions; and (5) chairs and participates in executive-level, policy-making intra-agency, and intergovernmental task groups and committees.

Qualifications

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQ's must not exceed 10 pages. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Demonstrated capability to lead major organizational change in a challenging environment, including the capability to integrate and organize strategic goals into program operations to identify and achieve efficiencies in investigative processes, inquiry/assistance disposition, and administrative processes.

2. Demonstrated experience successfully managing and overseeing the operations of a large complex organization, including performance planning and evaluation, human resource policy, budget formulation, contracting and procurement.

3. A comprehensive knowledge of: (a) ERISA and related civil and criminal laws, regulations, precedents, polices, and legal decisions, and (b) the current civil and criminal investigative techniques, methods and procedures.

4. An in-depth understanding and current awareness of: (a) the structure, administration, and operation of employee benefit plans, and (b) the multitude of investment procedures, practices and vehicles employed by pension and welfare plan administrators.

Next steps

The Office of Executive Resources will review all applications to determine if applicants meet the mandatory technical qualifications of this position and the SES ECQs.
