Major Responsibilities
Under general direction, with some latitude for independent initiative and judgment, manage and track budgets for the Capital Projects division.
Assist in the preparation of annual and multi-year Capital plans and programmatic analysis.
Coordinate all budget activities and documents for assigned Capital projects. Communicate with a range of stakeholders including
project managers, senior management, other city agencies and elected officials' offices.
Use the city's Financial Management System (FMS) and internal systems to reconcile Capital project budgets periodically.
Guide project managers through the various Capital approval processes of the agency and the city. Prepare submission
documents to the Office of Management and Budget and the City Comptroller for review. Actively work as a budget liaison with these and other city entities to ensure that approvals are received in a timely manner.
Review Capital project change orders, amendments and work orders for funding issues.
Work with project management staff to accurately track and monitor obligations and the use of funding through the review of
financial data.
Provide excellent customer support to the entire Capital division on budget-related matters.

Qualification Requirements
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least one year of experience as described in 1 above.
Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required for all other candidates.
Preferred Skills/Qualifications
1. Bachelor's degree in Accounting, Business, Finance, Public Administration or a related field. 2. Experience in budgetary planning, procurement, project management, financial analysis or a related field. 3. Proficiency with Microsoft Access and Excel and familiarity with FMS or other similar programs. 4. Excellent organizational skills; ability to focus on details and to respond quickly to requests. 5. Strong analytical/critical thinking skills; ability to solve problems with innovative solutions. 6. Excellent communication skills, both written and verbal.
