Restricted to permanent employees of the Department of Health Services who have successfully completed their initial probationary period.
Current employees in the unclassified service who meet the following criteria also qualify to participate in this exam:
Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.
Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing.

Serves as a second-level supervisor for two or more patient financial services units andrelated services in a County medical facility.
Essential Job Functions
Directs, plans, assigns, and evaluates, through subordinate supervisors, the work of Patient Financial Services or Patient Access units and related clerical staff.
Reviews and resolves complex cases, and initiates or recommends special collection or eligibility determination actions which involve interpretation and explanation of County policies, or State and federal laws.
Makes recommendations and participates with health care administration in the development and implementation of policies, procedures, and workflow standards to ensure operational effectiveness of assigned units and compliance with applicable requirements and regulations.
Investigates complaints and takes action to correct errors and explain County policies.
Conducts investigations and prepares reports concerning complex cases.
Coordinates or assists in the coordination of the work of the section within the department, other County departments and/or agencies.
Coordinates training programs and supervises the hiring, orientation, promotion, and discipline of personnel. Trains and instructs employees in unit procedures and standards.
Reviews data and queries patient information via the LEADER Replacement System, as well as other information systems.
Prepares and reviews a variety of quality and customer service reports to monitor operational effectiveness of assigned units.
Represent their manager in his/her absence as needed.
Two (2) years of experience as a Patient Financial Services Control Worker*.
Three (3)years of experience performing patient access functions, two of which must have been providing administrative and technical supervision to patient access staff.
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS II -Light:
Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

EXAMINATION CONTENT :
This examination will consist oftwo parts:
Awritten testevaluating Grammar Skills, Knowledge of Patient Access, Customer Service, and Supervisory/Leadership Ability weighted 60%.
: An Appraisal of Promotability evaluating Knowledge and Skills in the Technical Field, Oral and Written Communication Skills, Customer Service and Interpersonal Skills, Judgment and Decision Making Skills, Leadership Ability, and Management and Administrative Ability weighted 40%.
Candidates must achieve a passing score of 70% or higher onboth parts of the examination in order to be placed on the eligible register.
TRANSFER OF SCORES:
Applicants that have taken identical test part(s) for other exams within the last 12 months, will have their written test responses for the identical test part(s) automatically transferred to this examination.
This examination contains test parts that may be used in the future for new examinations. Scores will be transferred to the new examination; candidates may not be allowed to re-take any identical test parts for at least 12 months.
