The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agency’s business processes. The Office of Application Engineering and Development (AED) is responsible for the full life cycle management of the USPTO’s automated information systems, consistent with the USPTO’s strategic IT plans and supporting technical architecture.

Responsibilities

The individual selected for this position:

Plans, organizes, and oversees the day-to-day activities of the Branch; manages and executes the budget within the amount allocated for each project; manages the branch human resources including staff performances and hardware/software licensing and works with the Division Director to ensure all the Operation, Maintenance and Enhancement tasks in the branch are executed appropriately.

Implements projects to develop, replace, and/or retire AISs as determined by the business customer and the Division Director. Supports Project Manager/Technical Lead in interacting with other OCIO business units to oversee specific AISs/Projects.

Works on the development phases of the systems development lifecycle.

Participates with the Division Director in setting organizational goals. Establishes, revises, or reviews policies and procedures to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with compliance and/or customer requirements.

Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.

Specialized experience for this position includes,

Skill Set 1 - Experience supervising a development team and mentoring new or lower-level application developers;

Skill Set 2 – Experience performing as a Java or JavaScript developer (coding) in a project using Agile SDLC methodologies (e.g. Scrum, eXtreme programming, Lean, and/or Kanban);

AND

Skill Set 3 - Experience programming in projects that utilize one or more of the following programming languages: JavaScript, or Java.
