This National Guard position is for a PURCHASING AGENT, Position Description Number D2272000and is part of the Pennsylvania National Guard, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

APPOINTMENT STATUS: EXCEPTED
This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.
AREA OF CONSIDERATION:
Category 1: Qualified, currently employed technicians working at the location specified in the job announcement.
Category 2: Qualified, currently employed technicians of the Pennsylvania National Guard. (Army and/or Air)
Category 3: Qualified members of the Pennsylvania National Guard. (Army and/or Air)
Category 4: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard.
INDEFINITE: Currently employed permanent technician selected will occupy this position as a Promotion NTE or Reassignment as appropriate in their present status. Employment status pertains to applicant nominated, who is not a currently employed permanent technician. Indefinite appointments do not acquire permanent status and do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

As a PURCHASING AGENT, GS-1105-7, you will perform detailed review of purchase requests for specialized supplies, equipment, services, or commercial requirements in terms of adequacy, consistency, un-restrictiveness of specifications or descriptions, compliance with administrative requirements, and certification of funds. Determines procurement source and method. Obtains or develops source list of responsible contractors. Coordinates with Small Business Specialists. Solicits oral or written quotes. If using open market procedures, obtains oral or written quotes. Calls vendors to get oral quotes when delivery is urgent or items are well known. Receives and reviews formal bids and quotes. Prepares award documentation and performs post award follow-up. Maintains accurate purchase information in the procurement automated system on purchasing information. May be required to travel by military or commercial aircraft in the performance of TDY assignments. May be required to work overtime. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Performs other duties as assigned.

GENERAL EXPERIENCE: Experience education or training in clerical, administrative or technical work which demonstrated knowledge of purchasing procedures, practices, or regulations; or experience which demonstrates ability to meet and deal satisfactorily with others.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education or training using a variety of purchasing procedures to acquire supplies, services, furniture and equipment. Experience with awarding and signing routine purchase contracts. Experience applying previously acquired procurement training to make open market awards for supplies and services.
KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.
-Knowledge of solicitation or purchasing methods, such as would be acquired through extended training or experience, to make competitive or sole source small purchases that involve collecting data to determine price reasonableness for new items, preparing detailed written solicitations, tailoring special terms and conditions, or other matters of similar complexity.
-Skill in analyzing descriptions that have unique aspects and many critical characteristics to identify problem areas in specifications or work statements, determine if quotations are responsive, or decide if substitutions are acceptable or should be referred to other personnel for further review.
-Knowledge of price analysis techniques to evaluate prices or costs for requirements with inadequate price history or evaluate allowable charges for requirements involving special cost features (e.g., per diem, lodging rates, and airfare for purchases that require on-site repair service by nonlocal vendors).
-Knowledge of various acquisition clauses, such as those pertaining to inspection, acceptance, packaging, or testing to select or tailor clauses for purchases that involve special handling.
-Knowledge of post award procedures to discuss equitable price adjustments for modifications to a purchase order, determine whether to recommend termination of an accepted purchase order for convenience, or perform similar actions.
-Skill in solving practical problems relating to supplies, services, and/or contracting as they relate to the development of specifications or to contract administration involving product quality.
-Skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose.
-Ability to communicate effectively, both orally or in writing.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
