Responsibilities

These positions are being filled under the Temporary Direct-Hire Authority (DHA) for Childcare Services Providers for Department Child Development Centers (CDCs) authorized under Section 559 of the National Defense Authorization Act for Fiscal Year (FY) 2018. Positions covered under this DHA are qualified childcare services providers, which is defined as individuals who directly provide childcare services for dependent children of members of the Armed Forces and civilian employees of the DoD in CDCs on Department Installations, in the 1701 and 1702 Occupational Series at GS-2 through GS-11 (or equivalent pay grades), in the competitive service. Appointments under this authority may not be made after 30 September 2021 unless extended by future legislation.

Duties and responsibilities vary and may increase according to grade level.

This public notice may be used to fill target grades (e.g. GS-05 Target GS-11)

Duties include:

* Enforces Family Child Care Program management policies and regulations to protect children and the Air Force; initiate inspections of family child care homes and providers; and analyzes, evaluates and documents program violations.
* Provides and monitors curricula and training both family child care providers and children; assesses development of children in family child care homes; and parental education and involvement.
* Serves as the focal point for the United States Department of Agriculture (USDA) Child and Adult Food Program (CAFP) for the family child care program.Performs a variety of duties in support of the Family Child Care Program to include participation in suitability evaluations, management of resources, establishment and maintenance of a resource-lending program, accomplishment of required reports, creation and maintain of necessary documentation and files, and carrying out of public relations tasks.

Qualifications

BASIC QUALIFICATIONS:

GS-05:

I have a degree: that included or was supplemented by major study in education or in a subject matter field appropriate to the position. NOTE: You must submit copies of your official transcripts.

OR

I have one year of experience in the field of education equivalent to least GS-04 position which demonstrates the knowledge in support of the Family Child Care Program.

GS-07:

I have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position

OR

I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement.

OR

I have one year of specialized experience at the GS-05. Examples of specialized experience such as providing and monitoring curricula and training for both family child care providers and children; assesses development of children in family child care homes; and parental education and involvement.

GS-08

I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

I have one year of specialized experience at the GS-07 position; examples of specialized experience in initiating, designing, developing and arraigning for, conducts, and oversees training in early childhood development and related activities for all child development staff, family day care program and providers, preschool and school-age program staff, volunteers, hourly care staff, management administrative staff, custodial employees, food service staff, and staff working in any unique settings for children such a Sure Start.

GS-09:

I have two years of progressively higher level graduate education leading to a master's degree or master's degree or master's or equivalent graduate degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

I have one year of specialized experience at the GS-07 which includes professional knowledge enforcing Family Child Care Program management policies and regulations to protect children and the Air Force; initiate inspections of family child care homes and providers; and analyzes, evaluates and documents program violations.

GS-10:

I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR

I have one year of specialized experience which includes professional knowledge of theories, principles and practices of personnel management to include safety, security, health, and equal employment opportunity.

GS-11:

I have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

OR

I have one year of specialized experience which includes professional knowledge of theories, principles and practices of personnel management to include safety, security, health, and equal employment opportunity.

KNOWLEDGE; SKILLS AND ABILITIES:

* Knowledge of professional child development theory, methodology, and practices relating to physical, intellectual, social, and emotional development of children at a variety of ages, with a variety of needs, and in a variety of settings.
* Knowledge of child care regulatory requirements, policies, and practices.
* Skill in educating , counseling and advising child care providers and parents, assessing training and children's developmental needs; and evaluating qualifications and suitability of child care providers.
* Skill in compiling, analyzing, and evaluating information, preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining required records; and managing resources to enhance accomplishment of program goals and mission.
* Ability to communicate effectively both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

IF USING EDUCATION TO QUALIFY: You MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
