Responsibilities

This position is that of a Police Officer, appointed as a law enforcement official under Title 38 of the United States Code, Section 1.218, authorized and required to carry firearms and make arrests. Veteran Affairs police primary duties are the performance of law enforcement work in the preservation of the peace; the prevention, detection, and investigation of crimes occurring on Veteran Affairs controlled property; arrest of violators; the control of traffic; the provision of assistance for citizens in emergency situations, including the protection of personnel, civil rights, and VA owned or controlled property. The VA police officer assures compliance with federal, state, county, and municipal laws and ordinances as they pertain to VA property and agency rules, and any regulations pertaining to law enforcement work.

Although this position is assigned to the Martinez site, appointee may be assigned to work at the McClellan Outpatient Clinic or Sacramento VBA or train at any of the other Sacramento Valley Division sites or East Bay Division sites (Sacramento Medical Center, McClellan Outpatient Clinic, Yuba City Outpatient Clinic, Sacramento VBA, Dixon National Cemetery, Martinez Outpatient Clinic, Mare Island Outpatient Clinic or the Fairfield Outpatient Clinic).

Selectee must attend and successfully complete 320 hours of training at the VA Police Academy in Little Rock, Arkansas. This includes successfully completing the weapons (ASP Baton, O.C. Chemical Irritant and Firearm) training. Current VA Police Officers who have met all these requirements are exempt. Must maintain annual certification with all firearms.

Relocation Expenses: Relocation expenses are not authorized for this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience which provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; conducting routine foot and/or vehicle patrols; responding to routine and emergency calls for police assistance; issuing traffic citations; questioning individuals at the scene of a crime; informing individuals about their rights as suspects; subduing unruly individuals; and preparing written reports involving criminal and/or civil offenses. Applicant must possess knowledge of applicable laws of the Federal, state, county, or municipal government, possess arrest authority and have the ability to use a firearm. In addition, applicant must have sufficient knowledge to prevent and/or resolve criminal offenses at the scene; conducting preliminary investigations at a crime scene; pursuing and apprehending persons fleeing from a crime scene or resisting arrest; providing testimony in court; taking charge of a crime or accident scene; and interviewing witnesses of a crime or accident. Examples of creditable service include work on a police force, through service as a military police officer; or performing criminal investigative duties.

Successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, may be substituted for a maximum of 3 months of specialized experience.
