Supervises the activities of staff engaged in risk management/litigation, employee benefits, safety and security support functions for RTC operations.

EXAMPLE OF DUTIES:
Supervises, directs, assists, plans, organizes, assigns and coordinates work of risk/litigation, employee benefits and safety and security staff. Prepares a variety of technical, statistical and narrative reports as it relates to Workplace Safety Program, Insurance/Litigation, FMLA, Return to Work, Title VI ADA compliance programs and briefs managers on issues, programs and activities. Responsible for management, enforcement and support of the RTC's safety initiatives; recommends programs, policies and procedures. Works closely with legal Counsel to coordinate litigation strategies/follow-up for liability claims, participate/investigate procedural violations and complaints; evaluates/coordinates/maintains/tracks the negotiations of settlements, files/records. Administers contract services related to safety and security; audits payment requests to ensure accurate and timely payment. Manages and coordinates security of facilities; monitors compliance, resolves issues and recommends improvements/enhancements. Manages agency compliance with Federal Regulations Plans/Programs as it relates to the administration and implementation of Workplace Safety, Title VI, FMLA and other Risk/Litigation, Transit Safety/Security Program. Analyzes, investigates, and responds to issues and concerns; keeps RTC management current on security and safety issues/concerns. Trains, assigns and evaluates the performance of assigned staff; develop, coordinate and conduct in-service training to RTC staff on policies and procedures related to operations. Conducts contractor monitoring and oversight related to contractor compliance with state and federal regulations; produces appropriate records and documentation; interprets and explains Workplace Safety (OSHA regulations), Safety/Loss Prevention and Property Insurance program requirements. Conducts site visits with contractors, and coordinates with contract administrations regarding remediation of contractor deficiencies. Assists in monitoring budgetary accounts and purchase orders for Risk, Litigation and Safety/Security matters. Represents the RTC at meetings and events; coordinates efforts with other local, regional, state and federal agencies; serves as RTC representative as assigned. Oversee and evaluate reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed. Maintains currency on latest developments in the safety and security fields. Operates a variety of office equipment, to include computers and associated software. Monitors budgetary accounts and purchase orders for risk, litigation matters, employee benefits and safety and security. All other duties as assigned.
