Appointment to this position will not convey permanent status in the Federal service and will be for a period not to exceed thirteen months, with possible extensions up to a total of four years without further competition. This job announcement is open to receive applications from the first 100 applicants. The job announcement will remain open until either the quota of 100 applicants, or 01\/18\/2018 is reached. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. Responsibilities Coordinates schedules for volunteer groups, leads large groups of volunteers in field activities, prepares supplies and equipment for volunteer groups, briefs volunteer groups on safety and procedures related to habitat restoration for nesting sea turtles. Collects and organizes field data using standardized underwater and terrestrial data collection procedures and equipment; makes field observations of marine, terrestrial and coastal resource conditions. Ensures adequate quality control of data collected; records all data collected and provides preliminary analysis and classification of the information. Utilizes a variety of computer programs to compile, reduce, store, retrieve, analyze, and report data and other information. Assists in preparation of reports, plans, and guidelines. Installs, operates, and maintains resource management equipment. Inventories equipment, evaluates quality assurance compliance, and calibrates equipment as necessary. Accesses remote locations such as islands and submerged natural resources via use of motorboat and SCUBA gear; oversees and instructs the Park's vessel users on boat operations and maintenance; Travel Required Occasional travel - You may be expected to travel for this position. Who May Apply This job is open to\u2026 U.S. Citizens Requirements Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You will be required to complete a one-year trial period. You may be required to travel overnight away from home occassionally. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain\/maintain a government charge card with travel and\/or purchase authority. Qualifications To qualify for this position at the GS-05 grade level, applicants must possess the following minimum qualifications by close of the announcement: SPECIALIZED EXPERIENCE: At least one full year of specialized experience equivalent to the GS-04 level in Federal service that is directly related to the position to be filled. Examples of specialized experience for this position is work involving one or more aspects of fish, wildlife, and\/or vegetation monitoring and\/or management, feral or exotic animal reduction programs and\/or exotic plant reduction programs. This would include work with research, conservation and management of wildlife and the control of wildlife. It would also include inventory and monitoring efforts, conservation of threatened and endangered species, and exotic plant eradication. You must include hours per week worked. -OR- EDUCATION: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position to be filled. . You must include transcripts. -OR- Combination of Education and Experience: Successful completion of equivalent combinations of education and experience as described above that meets 100% of the requirements for this position. You must include transcripts. In addition to the minimum qualifications above, applicants must also possess the following selective factors: 1. Certification in SCUBA diving: The duties of this position require the incumbent to routinely engage in SCUBA operations including surveys of natural resources and management of non-native species. Therefore, in addition to a basic open-water SCUBA certification from an accredited institution, the applicant must possess a scientific diving qualification from the American Academy of Underwater Sciences (AAUS) or an equivalent. Incumbent must have logged a minimum of 200 scientific dives or 100 hours of scientific diving. Lastly, incumbent must be able to pass the requirements of the National Park Service Diving Examination (Blue Card) and the National Park Service Diving Medical Examination. If you do not meet the requirements of this selective factor, you will be rated ineligible for this position. Applicants must provide photocopies of their certifications and dive logs -AND- 2. Operation of motor boats up to 35 feet: The duties of this position require the incumbent to safely operate motor boats up to 35 feet in order to travel to and from work sites. If you do not meet the requirements of this selective factor, you will be rated ineligible for these positions. Applicants must document how they meet this requirement, as indicated below, to be considered qualified for this position. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and\/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as \varies\. Education To qualify based on education, you must submit a legible copy of transcripts from an with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Physical Demands: The work requires physical exertion such as regular and recurring walking, hiking, or climbing over wet, rough, uneven, or rocky surfaces; bending; crouching, stooping, lifting or reaching to observe, collect, or record field data; or in some situations the work may require physical exertion to scuba dive or operate a boat. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis. Working Conditions: The work is performed in an office or outdoors. The work performed involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects, and wild animals. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
